- Description
- The U.S. Army Contracting Command- Detroit Arsenal (ACC-DTA) intends to solicit for the procurement of the integration, assembly, and logistics packages for a maximum quantity of 123 Water Storage Distribution Systems (WSDS). Of the 123 systems, 87 will provide a 100k gallon storage capacity and 36 systems would be configured with the ability to operate as at 100k gallon capacity or as two separate 50k gallon units. The contract will contain a line item for 350 GPM fluid distribution pumps with an estimated procurement quantity of 150 units. The WSDS will provide the large water intake, purification and distribution capacity capability that is tailorable in receiving, storing, and issuing bulk water to all water systems in the Army inventory.� The WSDS is the Army�s primary large potable water bag farm storage.� The WSDS will be required to be configured to enable split operations and multiple configurations for one of the variants to be acquired.� During WSDS Operations, water is pumped from a pipeline or other available water source into collapsible fabric storage tanks for dispensing into tanker trucks, trailer-mounted water tanks, or individual containers.� The WSDS is comprised of collapsible storage tanks, engine driven centrifugal water pumps, meters, hoses, fittings and nozzles.� The system will include hypochlorination units that will automatically chlorinate water to Army standards. The Government intends to utilize a two-phase approach to select a vendor for WSDS production. Under Phase I, ACC-DTA will solicit a RFP for award of up to five (5) IDIQ contracts for delivery of two 125 GPM pumps and two 350 GPM pumps for test and test support. The guaranteed contract minimum will be the delivery of the four pumps and test support to Aberdeen Proving Grounds (APG).� PdM PAWS will conduct RAM and mobility testing on the pumps at APG.� All IDIQ holders or awardees will then be given the opportunity to downward adjust their contract option prices and submit new price proposals for consideration.� The Government will evaluate test results in conjunction with updated price proposals utilizing FAR subpart 16.505 fair opportunity procedures and a Selection Authority (SA) will determine a single vendor who offers the best value to the Government, and that vendor will receive a modification to its IDIQ contract that exercises the options for system production, 350 GPM fluid distribution pumps, and log products. Exercise of the production, fluid distribution pumps, and logistics line items will begin Phase II. The resultant IDIQ contracts will be firm fixed price and contain five one-year base ordering periods and two one-year option ordering periods for a potential contract term of seven years. �This procurement is 100% Small Business set-aside.� Buyer: Jon Kaercher; phone: (586) 282-0328.
