- This SOURCES SOUGHT NOTICE is for market research purposes only and does not constitute a Request for Proposal or Quotation. It is not a commitment by the Government to award a contract nor will the Government pay for any information provided; no basis for claim against the Government shall arise as a result of a response to this Sources Sought Notice or Government use of any information provided. Pursuant to FAR Part 10 (Market Research), the primary purpose of this notice is to determine if sources capable of satisfying the agency's requirements exist. However, pursuant to FAR Part 6 and FAR Part 19, competition and set-aside decisions may be based on the results of this market research. This notice in no way obligates the Government to any further action. REQUIREMENT: This notice is issued by Military Sealift Command (MSC) located in Norfolk, VA. MSC has a requirement for general ship repair (GSR) to be performed primarily on the island of Guam. CURRENT ACQUISITION STRATEGY: The Government currently anticipates procuring GSR under two indefinite delivery indefinite quantity (IDIQ) contracts � a single-award IDIQ for complex ship repair requirements such as ship repair availabilities, and a multiple award contract (MAC) for non-complex ship repair requirements. MSC intends to solicit and award these IDIQ contracts as HUBZONE small business set-asides. NAICS CODE/SIZE STANDARD: The applicable NAICS Code is 336611, Ship Building and Repairing and the size standard is 1,250 employees. SCOPE OF WORK: The proposed procurement covers GSR work including, but not limited to: compressor, boiler, engine, pipe, valve, pump, motor, generator, elevator, conveyor, switchboard, control panels, circuits/breakers, lighting, evaporator/watermakers, oily water separators, insulation, lagging, painting, decking/floor covering, non-skid, cleaning services (general, tanks, bilges), gas freeing, mobile crane service, rigging service, staging and scaffolding service, galley system repairs, structural repairs, pipe repairs, heating/ventilation/air conditioning/refrigeration (HVAC) maintenance, cleaning, and repair, ventilation ducting fabrication and installation, ventilation system efficiency air flow and heat balance verification, ship's cranes repairs and weight tests, hydrostatic test and refill of gas cylinders, main propulsion and electrical generator maintenance and repairs, underwater hull and propeller inspection and cleaning, rigid hulled inflatable boat, lifeboat and davit maintenance and repair, navigation system maintenance and repair, hydraulic system maintenance and repairs (anchor windlass, capstan, steering, heavy overboard systems, and under way replenishment systems), ordnance handling equipment inspect, repair, test, and certify, and provide working, redlined, and final as-built drawings (when specified). The contractor will be required to subcontract with specialized and/or authorized service providers in accordance with individual DO requirements. Finally, the contractor may be required to procure parts and materials. Draft copies of the statements of work (SOWs) for both the single award and multiple award IDIQs are attached. PLACE OF PERFORMANCE: Work will primarily be performed at Government piers on Naval Base Guam. Work may also be performed in the Commonwealth of the Northern Mariana Islands (CNMI) or at the Contractor�s facility. Although unlikely, performance may be required in other locations in support of MSC�s worldwide mission. ESTIMATED MAGNITUDE: Although subject to change based on further market research (e.g. results of this sources sought) and acquisition planning, the Government currently anticipates the following: Single Award IDIQ Ceiling � $120MIL MAC IDIQ Ceiling � $15MIL each contract Single Award IDIQ DO Value � $250K to $5MIL MAC IDIQ DO Value � $2500 to $250K ANTICIPATED ORDERING PERIOD: The Government anticipates awarding both IDIQs on or around April 2022. The contracts will include a potential ordering period of five years. INCUMBENT CONTRACTS: The following contracts comprise the current MAC, which has a not to exceed ceiling of $96MIL. N32205-17-D-4904 with Cabras Marine Corporation N32205-17-D-4905 with�Guam Shipyard N32205-17-D-4906 with Seafix Incorporated The current IDIQ MAC was solicited and awarded as a HUBZONE small business set-aside. SUBMISSION OF INFORMATION: Small business concerns having capabilities necessary to meet or exceed the stated requirements are invited to provide information to contribute to this sources sought notice. Interested parties shall complete the attached Contractor Response Workbook and email it to christina.m.cortez@navy.mil no later than 10 May 2021. The first worksheet should be completed by all interested parties. The second worksheet is an optional opportunity for offerors to provide constructive feedback for the Government�s consideration. When printed, the two worksheets shall not exceed four single-sided pages. No additional attachments or pages will be considered by the Government.
