Description
This is a Request for Information (RFI) only, not a Request for Proposal (RFP). This RFI is issued solely for information and planning purposes � it does not constitute a RFP or a promise to issue an RFP in the future.� Scope of Effort: The Program Executive Office, Command, Control, Communications-Tactical (PEO C3T) on behalf of Headquarters, Department of the Army is seeking sources to provide Project Manager Interoperability, Integration, and Services with support. The 82nd Airborne Division Main Post requires a trailer capable of meeting the Army�s Mission Command Modernization objectives of rapidly assemble, disassemble and move within fifty (50) minutes during combat operations. The Army is looking for one (1) mobile command post trailer capable of meeting these needs. Primary Requirements: Ruggedized shelter capable of providing 650 sq ft of floor space. Shelter can be transported by Family of Medium Tactical Vehicles (FMTV). Shelter capable of being transported over unimproved roads. Meets Army and National Standards for Electrical, Mechanical, Environmental, Chemical, and Personnel Safety. Air transportable using single C-17 aircraft Provides mounting points and bootwall to enable complexing with existing Army Soft Walled Shelters (SWS) / Tents while maintaining sound and light discipline Provides blackout capability for interior lighting automatically triggered by doors. Blackout capability provides override switch to manually activate blackout mode or disable automatic blackout mode Meet Army Standards for Heating, Ventilation, and Air Conditioning (HVAC) to accommodate a minimum of 28 personnel and equipment Shelter provide cable management for power and network cables within the shelter Shelter provide Signal Entry Panel (SEP) to connect external systems while maintaining sound/light discipline and environmental protection Shelter Power Shelter provides Power Entry Panel for selectable external 120V 60Hz or 208V 60Hz 3-phase tactical power source Shelter provides power distribution and 120V outlets throughout the shelter interior allowing for flexible system placement without requiring power extension cords The contractor�s required to provide Acceptance Testing at contractor�s facility. The purpose of Acceptance is to test the functionality and quality of the trailer and its installed components to ensure it conforms to specification. The Contractor shall provide Operator and Maintenance Manual. The Contractor shall provide Operator level maintenance and User training at Government location after delivery. Estimated delivery time must not exceed 300 days after contract award. The final delivery location will be Aberdeen Proving Grounds, MD. Exact delivery location and DODAAC will be provide prior to contract award. Secondary Requirements: Shelter is capable of being transported across open terrain Provide mounting space for standard 19-inch rack mountable Network and IT systems or secure mounting points for systems mounted in Operational Transit Cases (OTC) Air transportable using single C-130 aircraft Requested Information: Vendor�s responses are limited twelve (12) written pages including designs, diagrams and should include: Description of the company�s past performance in providing the Department of Defense (DoD) with Command and Control type of trailers Approach for trailer development Provide warranty lengths and coverage Basic Extended � Provide companies logistic support after delivery Any suggested requirements that may increase the rapid assembly and disassembly of the trailer during combat operations Provide minimum security levels for Facility and Safeguarding Additional Questions: Indicate your Companies capability and interest by providing the following additional information: Company name, company address, Cage Code, point of contact, e-mail address, telephone number, and fax number Identify your company's business size and Small Business (SB) socio-economic category based on the primary North American Industrial Classification System (NAICS) code of 336212. If you identify your company as a Small Business or any of the SB socio-economic category, then is your company interested in a prime contract? If so, does your company possess the capabilities to provide the entire range of these requirements? If not, please list which requirements your company can provide? If you are a small business does your company have experience as a prime contractor administering contracts? If you answered yes, please provide as much of the following information as possible; Contract number(s); Dollar value; and similarity of scope and effort. Does your company have experience as a prime producing commercial items that may be of similar scope, complexity and nature (provide up to 3 efforts). Submission of Information: All submissions should be in Microsoft Word for Office (2007 or newer). Responses to this RFI shall be unclassified and should not exceed twelve (12) pages in length. Telephone or verbal inquiries regarding this notice will not be honored. All restricted information shall be clearly marked. Responses to the RFI will not be returned and no feedback or evaluations will be provided to companies regarding their response to this RFI. All interested parties are invited to submit a response to this RFI on or before 5pm Eastern Standard Time (EST) on 23 April 2021. All responses and questions under this RFI must be transmitted electronically via e-mail to: katia.lacoste.civ@mail.mil, Contracting Officer; and kyle.a.gorham2.civ@mail.mil, Contract Specialist. This RFI is for planning and informational purposes only and SHALL NOT be considered as an Invitation for Bid, Requests for Quotation, or Request for Proposal. There is no obligation on the part of the Government to acquire any products or services described in this RFI. This office does not intend to award a contract on the basis of this RFI or reimburse respondents for information solicited. No funds have been authorized, appropriated or received for this effort. The information provided may be used by the Army in refining the requirements for the trailer. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. If an RFP, for Solicitation No. XXXXX-XX-XXXX, is released, it will be synopsized on the beta.SAM.gov website.� It is the responsibility of the potential responder to monitor this site for additional information pertaining to this requirement.
