Description
This is a combined synopsis solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice and any accompanying attachments. This combined synopsis solicitation is being issued utilizing simplified acquisition procedures authorized by FAR Part 13. This announcement constitutes the only solicitation; a written solicitation will not be issued. All communications and documents must include the solicitation number, W50S8W21R0010. This combined synopsis solicitation is exclusively set aside for Small Businesses. The North American Industry Classification System (NAICS) for this requirement is 238210, Electrical Contractors and Other Wiring Installation Contractors, with a Small business size of $16,500,000. Clause 52.232-18 Availability of Funds is applicable Funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer. The potential quoter shall submit a quote which includes the following: Company name, address, phone numbers, DUNS number, and when applicable, an itemized quote including minimum specifications and any options. Quotes shall be delivered via email to Desiree Santos, Contract Specialist at desiree.santos.2@us.af.mil. All provisions and clauses are in effect through FAC # 2020-07 and DFARS CHANGE NOTICE 06/05/2020. Faxed proposals will not be accepted. Quotes will be due on 22�April 2021 by 4:30 PM MST via e-mail addressed to Desiree Santos, Contract Specialist at desiree.santos.2@us.af.mil . It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at the below address: http://farsite.hill.af.mil. Basis for Award: The Government will consider price and technical non-price factors to determine the quotation that represents the Lowest Priced Technically Acceptable (LPTA) quote. The Government will not use the formal source selection procedures described in FAR part 15. The Government will evaluate quotations utilizing the procedures of FAR 13.106-2 Evaluation of quotations or offers. Evaluation Criteria: The quotations will be evaluated under two factors: Price, and Technical Capability. �The evaluation process will go as follow. Frist, all received quotes will be sorted by lowest priced. Then, the three (3) lowest priced will be submitted for technical evaluation. If none (0) are found to be technically acceptable, the next three (3) lowest priced will be� submitted for technical review. This will continue until the lowest priced technically acceptable is found and made the apparent awardee.�price.) Technical Factors Please provide brand and specifications of SPD that you are quoting.� Need to be Liebert Parrele Type 1 SPD or Equal The Government intends to evaluate quotations and issue a purchase order based on the initial quotations received. Therefore, the initial quotation should contain the best terms from a price and technical standpoint. The Government reserves the right to request revised quotations from, or negotiate final purchase order terms with, one or more, but not all, quoters� if later determined by the Contracting Officer to be necessary. However, the Contracting Officer will not establish a competitive range, conduct discussions, or otherwise use the procedures described at FAR 15.306. SITE VISIT A site visit will be conducted on Monday 22 March 2021 at 10AM MST at 217 Dell Range Blvd Cheyenne, WY 82009. The attached Entry Authority List must be completed and returned by Thursday 18 March 2021 at 4PM MST for access.
