- Description
- The Department of Veterans Affairs (VA,) Office of Construction and Facilities Management (CFM,) at 425 i Street, NW, Washington, DC 20001 is issuing a pre-solicitation notice for a Design-Bid-Build Construction Project for the Fort Sam Houston Phase 3 Expansion. This solicitation is 100% set aside for Service-Disabled Veteran Owned Small Businesses. The purpose of this Phase 3 Expansion project for Ft Sam Houston National Cemetery is to enable the existing national cemetery to continue to provide burial services for eligible veterans in Texas.� Ft Sam Houston National Cemetery is in San Antonio, Texas.� This project will develop approximately 50 acres of land for the Phase 3 gravesite expansion at Ft Sam Houston National Cemetery, providing for an additional 10 years of full-option burial capacity to provide approximately 35,100 gravesites, including both casket and cremation sites in new burial sections. This project will provide the following elements and features:� Interment Areas (Burial Sections): Casketed Remains: - approximately 23,786 pre-placed crypt full casket gravesites - approximately 904 over-sized pre-placed crypt full casket gravesites - approximately 350 traditional full casket gravesites Cremated Remains: - approximately 4,982 in-ground cremation, garden niche, or terrace sites - approximately 8,816 columbarium niches - 3,944 columbarium niches (of the 8,816) is in an Early Turn Over Section Access Roads and Parking Roads and parking for new expansion area Add 15 parking spaces on north side of landscape area by Public Information Center Construct access road from Rittiman Road to Winans Road (add/alternate) Repair existing pavement resurfacing/ restoration of existing roads (add/alternate) Grading, Drainage, and Landscaping.� Correct drainage at various areas, grading to accommodate new floodplain boundaries and cemetery development, new landscaping at expansion area. Signage and Site Furnishings for entire cemetery Construct Honor Guard Building Repair existing Material Storage Buildings Construct additional Material Storage Building Construct an additional enclosed Equipment Storage Building Expand existing Administration Building, including interior renovation Renovate PIC to convert current Honor Guard area Straighten and stabilize leaning columbaria along Section 9 Irrigation extension and upgrades Communication infrastructure improvements for entire cemetery Construct two (2) additional covered storage bins for a total of four Nominal repairs at the Committal Shelters Upgrade the physical security systems for the entire cemetery to meet all current VA Physical Security Design Manual requirements Provide black vinyl chain link fence along property line south at various locations Correct infrastructure deficiencies D & F ratings identified by most recent Facility Condition Assessment (FCA). Protected Habitat Preservation, Wetlands, and Mitigation Provide Geographic Information System (GIS) Site Integration The awardee shall provide all labor, materials, tools, equipment, transportation, supervision, coordination, and services necessary for construction of the project as defined by the Request for Proposal (RFP).� The contractor shall provide Contractor Quality Control Program, Health & Safety Program, Erosion & Sediment Control Plan, permitting, commissioning, and other requirements in the plans and specifications.� The contract scope shall be executed in accordance with the drawings and specifications and other requirements of the contract documents (Storm Water Pollution Prevention Plan and Draft Commissioning Plan).� The contract drawings and specifications include a deductive alternate for demolition and cleanup of the old farm buildings/site as required.� The project duration will be 810 calendar days from Notice to Proceed.� Early turnover will be complete by 365 days from Notice to Proceed. The Ft Sam Houston National Cemetery Ph 3 Expansion is planned as a Design-Bid-Build acquisition for award in FY21.� The Office of Construction and Facilities Management (CFM) will provide 100% design plans and specifications to prospective offerors. The estimated magnitude for this project is between $50,000,000 and $100,000,000. The North American Industry Classification System (NAICS) of 237990 (Other Heavy and Civil Engineering Construction) with the size standard of $39.5 Million. The Dept of VA is evaluating offerors�with��best value with tradeoffs� source selection,�in accordance with FAR Part 15, Contracting by Negotiation.
