Description
GSA Public Buildings Service, Acquisition Management Division, Florida Branch (4PQF) 501 E. Polk Street, Suite 805�Tampa, Florida 33602 is issuing a PRE?SOLICITATION NOTICE for a Request for Proposal (RFP), firm fixed price general construction design build contract to perform the work listed below in the project summary. This acquisition is 100% set aside for Total�Small Business concerns under NAICS 236220, (size standard $39.5 Million). The magnitude of the procurement is estimated to be between $100,000 - $250,000. The�SOW is issued by the Public Buildings Service of the United States General�Services Administration (GSA), Southeast Sunbelt Region, Atlanta, GA,�hereinafter referred to as the �Government�, to obtain Design-Build Services from�a General Contractor (GC) (also referred to as Offeror or Contractor) who shall�be singularly responsible to satisfy the terms of the resulting contract. This�Design Build contract is for the design and� construction of a multi-functional�space suitable for use as a the GSA Inspector General office space on the 3nd�Floor of the Fort Lauderdale Courthouse Chamber located at 299 E. Broward�Boulevard in Fort Lauderdale Florida. This project will be a single phase project as office occupants will tele-work during the duration of the work as discussed with Agency representatives. The project consists of the DB contractor conducting a detailed site survey to verify existing conditions and develop full design (65%, 95% and 100%) for approval, selective demolition, new slab to slab partitions with expanded wire mesh and an STC rating. This project includes the reconfiguration of the printing and scanning station to�include space for a microwave and refrigerator with ice and water dispenser with�all required plumbing modifications and associated millwork. This project will expand the existing office footprint by approximately 200 SF by�constructing a new evidence room and storage room space, provide power whips�and hardwired hook ups for new office furniture systems, new carpet tiles�throughout the office with manufacturer required floor prep for new installation.�This project includes the replacement of existing Acoustical Ceiling Tiles (ACT),�lighting modifications to include new fixtures to achieve desired light intensity�within office spaces, new sound proof doors and door hardware, electrical�rough-in, electrical floor box(s), subpanel(s) and requirements for new data, voice�and power requirements, such as new TV, refrigerator, microwave, furniture, and�so on.�This project includes the furnishing and installing of new VAV boxes and�thermostats for independent office temperature controls as required. Further this�project includes upgrading the existing pneumatic thermostat controls to a new�system which integrates into the existing Building Automation System.� This project includes modifications to the existing Fire Sprinkler system as required for renovation to meet local code and PBS-100 requirements. This project includes the demolition and disposal of existing furniture. This project includes an HVAC design which isolates the GSA IG office temperature controls from the adjacent office spaces (PBS Office) and upgrading�the existing pneumatic thermostats to electronic thermostats. This project includes isolated ground outlets in the storage room due to computer�forensic requirements.�Contractor should maximize recycling of demolished materials and provide GSA�with a recycled materials list and disposal tickets.�This project includes the movement of existing GSA IT network equipment and�internet demarc outside of newly constructed space to adjacent office space -�which includes the construction of a new backer board and wall space for new�equipment with coordination of new connections. DB Contractor shall provide all�low voltage data, voice, security devices and cabling and computer cabling for�this project.�Additionally, a pre-alterations assessment for hazardous or potentially hazardous�materials such as Asbestos Containing Materials (ACM) will be required prior to�design or construction by the DB Construction Contractor.�The Period of Performance (POP) for this project is 105 calendar days for Design�and 180 calendar days for Construction. Total POP is 285 Calendar days from�the date of Notice to Proceed. Procurement of new furniture for space is not in the DB Contractor scope, although, DB Contractor shall include low voltage cabling, hardwire connections�and associated electrical for furniture installation. DB Contractor is responsible�for the furnishing and installation of millwork in the Service Counter Area. DB�Contractor shall provide shop drawings for millwork for GSA and tenant agency�approval. This is a Repair/ Alteration project. Pre-Bid Site Visits: Site visits shall be conducted with a maximum of 10 people present to prevent exposure to and spread of the COVID-19 virus. If necessary, multiple site visits�will be scheduled to accommodate prospective bidders. Pre-Alterations Assessment for Asbestos Containing Materials Contractor shall perform a pre-demolition and renovation pre-alternation assessment for�hazardous materials such as Asbestos Containing Materials (ACM) and/or Lead Containing Materials. Assessment shall include inspecting for potential ACM floor tiles�and mastic under existing carpeting and flooring materials. Any paint to be disturbed�shall be tested for lead.�If ACM is discovered during the pre-alterations assessment or during the project, the Contractor shall stop work and notify the GSA Project Manager immediately and�develop an abatement plan.�All materials impacted must be tested for the presence of Asbestos and/or lead. The bid guarantee in the amount shall be at least 20% of the bid price. Performance and payment bonds must equal 100 percent of the original contract price. The pre-proposal site visit is�scheduled for 14 APR 2021 at 10:00am EST. The tentative construction performance period for substantial completion is 285 days after issuance of the notice to proceed. The specific performance periods applicable for the design and construction stages will be disclosed in the solicitation. Construction performance periods may be negotiated during the solicitation stage prior to award. � No paper copies of this solicitation are available. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to all documents. Interested parties must be registered and current within the System for Award Management (SAM) at https://www.sam.gov to receive a government contract award. Interested prospective offerors are encouraged to review and provide preliminary requests for information, comments, and recommendations regarding the project documents enclosed herein, inclusive of floor plan DID drawings and electrical and communication schematic. Note: The attached Statement of Work (SOW) is subject to change. Responses to this pre-solicitation notice may be utilized for purposes of market research and feedback to develop the project documents.
