- The Executive Office for United States Attorneys (EOUSA) anticipates an award of a Purchase Order, on a sole source basis to FIELDPRINT, Inc. for the collection of fingerprints throughout EOUSA and the 94 United States Attorney�s Offices (USAO). Fingerprinting services utilized by EOUSA and USAO must be approved by the federal government and be FBI approved as a fingerprinting channeler. Fingerprints will be collected, saved in the required format as outlined by National Background Investigations Bureau (NBIB) and the FBI, and transmitted utilizing NBIB's Secure Web Fingerprint Transmission (SWFT) program. The SWFT program is a direct pipeline to the intended recipient(s), NBIB or FBI. Additionally, the SWFT program is governed by NBIB and the only authorized means of electronic transmission. The Contractor's portal will allow staff continued access and oversight of each applicant's progress (from initial fingerprint request to the successful transmission to the intended investigation agency). Contractor will have a ""reports"" capability, allowing for the tracking and statistical analysis of all events within the system. Contractor will establish unlimited user accounts for EOUSA Personnel Security Specialist to access results for processing security packages.� Contractor will provide initial setup and training to EOUSA and USAO HR staffs Contractor will maintain the EOUSA AND USAO account and provide continued training and support to Security during the period of the performance of the contract Contractor will collect fingerprints for persons identified by EOUSA and USAO entered the Contractor's scheduling system and transmitted as indicated Contractor will provide support to EOUSA AND USAO applicants via web and/or toll-free number in accordance with the Contractor's established customer service hours Contractor will provide access to online account for scheduling, billing, and fingerprinting will be via Non-classified Internet Protocol (IP) Router Network (NIPRNet) Contractor will ensure their system utilizes a multi-layered security process by: utilizing username and passwords for both applicants and NBIB staff; purging all data (fingerprints and Personally Identifiable Information) after successful transmission of fingerprints; Contractor's personnel receive reoccurring training on how to capture fingerprints; Contractor's personnel complying with National Institute of Standards and Technology (NIST) and Federal Information Processing Standards (FIPS) The anticipated period of performance is for 60 months (a base period and four (4) option years). This notice is not a request for competitive quotations. A Request for Quote will not be available for this requirement. The intent of this solicitation is for informational purposes only. However, any information received within five days after the date of publication of this notice will be considered by the Government.
