Please feel free to use the beta.sam.gov site to access information posted by Naval Surface Warfare Center (NSWC) Crane. � SPECIAL NOTICE � REQUEST FOR INFORMATION (RFI) - The Naval Surface Warfare Center (NSWC), Crane Division, Crane, IN is issuing this RFI/Sources Sought as part of market research to determine if sources capable of satisfying the agency�s requirements exist in accordance with FAR 10.001(a)(3)(i) and to determine the availability and technical capability of industry to provide a Helmet Display Tracker System (HDTS) for use on the MH-60 Multi Mission Helicopter (MMH). NSWC Crane intends to award a sole-source contract to Elbit Systems of America, LLC. This effort will be conducted on a sole-source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, only one responsible source and no other type of supplies or services will satisfy agency requirements. The basis for restricting competition is that the Government does not own proprietary data rights or the design specification, and Elbit Systems of America has responded previously they do not intend to license or sell the proprietary data to the Government or any other entity. Based on their system design, test, and component interface knowledge and experience, Elbit Systems of America is the only contract possessing the capability to provide the mature technology. The Government is seeking information from companies mitigating the sole-source basis listed above. The Government is seeking companies with the capabilities and facilities to provide a Helmet Display Tracker System (HDTS) for use on the MH-60 Multi Mission Helicopter (MMH). This procurement consists of Air Crew Shipsets, Aircraft (A)-Kit Shipsets, Removable Missions Equipment (RME) Shipsets, Support Equipment, Spares, Engineering and Logistics services, Training, and Interim Support including post deployment technical services.� This procurement will facilitate the upgrade of the ANVIS-7 Head's Up Display (HUD) and AN/AVS-9 Night Vision Image Intensifier Set currently in use by multiple Navy and Marine Corps aircraft.� The HDTS Aircrew Shipsets contain the Helmet Tracker Kit (HTK) and the Day/Night HUD with color symbology.� The fixed provisions or ""A"" kit contains the hardware to link the HDTS avionics components to the aircraft electrical and data communication lines.� The RME contains the man-mounted equipment and cockpit mapping hardware to enable human integration, and magnetic mapping to facilitate head tracking.� Support Equipment will contain such components to modify the current helmets to accept the HTK, to modify the AN/AVS-9 Night Vision Goggles to enable the HDTS color capability, and components to assess the alignment and magnetic mapping of the tracker system. � All interested parties are strongly encouraged to submit an initial synopsis, (commonly referred to as white paper) per the information below. White papers should not exceed 20 pages, with an executive summary (short paragraph) Responses shall be: 1. Identified by the RFI number (N0016421SNB46); and include: Company name, mailing address, e-mail address, telephone and fax numbers, website address (if available), and the name, telephone number, duns number, cage code and or tax ID number, as well as business size category (large, small, small disadvantaged, etc.) and e-mail address of a point of contact having the authority and knowledge to clarify responses with Government representatives. 2. In electronic format (Adobe pdf or Microsoft Word) or hard copy format 3. No more than (20) pages in length; 4. Written in 12-point, Times New Roman with normal (condensed) spacing 5. Margins of 1"" or greater on all sides 6. NOT submitted using marketing materials; 7. Submitted to email as indicated below. Data shall include specific responses to each of the following: 1. Please list and describe each of the components that comprise your HDTS/HMD system, compatibility with the existing ANVIS 7 HUD, their state of development/TRL, function, physical dimensions, capabilities in comparison to the enhancements listed above, required interfaces with the MH-60S and pilot/co pilot. 2. Is your company currently in production of HDTS/HMD systems? What quantities have you produced and sold to date by platform (ie, MH-60)? 3. Please list the level of qualification/flight certification and safety review/approval your system has achieved by the Government on the MH-60 and other airframes. 4. Please provide your delivery date from time of contract award for your Government (NAVAIR) Flight Certified and Safety approved HDTS/HMD system in a quantity of (1-30). If your system is not currently certified for flight on the MH-60, please provide a schedule to achieve that certification that includes critical milestones / events, and list assumptions and prerequisites and/or concurrent tasking required. 5. Please provide/describe your experience with integrating a system of this type into an airframe such as the MH-60. 6. Please provide a chart or table depicting predicted accuracy improvement (i.e. CCIP) when using your design over that of the current system. 7. Does/will your system: a. interface with the existing AN/AVS-9 NVG, please explain b. interface with the existing HGU-84 Helmet, please explain c. provide enhanced symbology with color day/night capability d. provide a Continuously Computed Impact Point for the current weapons and rockets of the MH-60S; Fixed Forward Firing (20mm) Weapon / Unguided Rockets (UGR)/LAU-61 C/A e. provide for BIT which can detect and identify/fault isolate to the box level f. allow for future upgrades such as interface with the Aircrafts AOP, MTS, and DVE. Please describe how the upgrades would be accomplished. g. If no to any of these statements, how long would it take for you to develop this capability? h. Provide in flight training mode to include weapons symbology for aiming cues with and without stores suspended/installed on the aircraft. 8. Please list the components of your kit that are currently fielded to the US Gov't by platform type and discuss any commonality between these components. Also, please annotate if any of these components have a National Stock Number. 9. Please provide any predictive or actual Mean Time Between Failure (MTBF) data of your system/components. 10. Discuss the ability of your system/components to be repaired at the Organizational Level. 11. Please provide a logistics approach summary to include required new and/or modified test and support equipment to support your system, maintenance concept, supply support / spares, unique maintenance requirements for your system, such as to maintain LOS accuracy, and if your system will require special equipment to upload new software/firmware. 12. Please describe / list any part of your system that is proprietary and/or considered classified (and to what level) Responses from Small and Small Disadvantaged Businesses are highly encouraged. Firms responding should indicate if they are a small business, a socially and economically disadvantaged business, 8(a) firms, historically black colleges or universities, and minority institutions. The Government does reserve the right to contact any respondent and/or respondent reference to obtain additional information. The Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement.
