- Page 1 of 1 NOTICE OF INTENT TO SOLE SOURCE REQUIREMENT The Department of Veterans Affairs, Ralph H Johnson VAMC, NCO 7 Contracting Activity intends to negotiate a sole source contract under Simplified Acquisition Procedures and the authority of FAR 13.106-1(b)(1)(i) Only one source reasonably available for the following items listed below. The associated NAICS code for this is 339112. The vendor will be Hologic, 35 Crosby Dr, Bedford, MD 01730. DESCRIPTION OF REQUIREMENTS: An automated cell block system that rapidly creates a paraffin embedded cell block by means of a controlled vacuum to deposit a layer of cells on a filter and infiltrate those cells with reagents and paraffin. This system would be an upgrade the current Cellient Cell block system that requires replacement. A cell block system s technique processes and embeds the sample in a much shorter time than traditional manual techniques yet employs the same scientific methodology for the generation and histological analysis of embedded tissue samples. The cell block system must offer the following advantages: Automated process; provides cellblocks within one hour; consistent preparation ; short processing time to embed a sample into a block; excellent structural detail and preservation of nucleic acid integrity; processor which processes the sample; the cassette/filter assembly; finishing station; support two modes of sample loading, i.e. cellular material is automatically transferred from a the in prep preservCyt solution vial into the cassette/filter assembly and tissue fragments are manually placed into the cassette/filter assembly prior to processing; touch-screen graphic user interface; a history log records all cell block processing events; and error log. Vendor shall be responsible for the delivery and installation of all equipment, provide training and routine maintenance for repairs under warranty. It is the Government's belief that only the proposed candidate possesses the required capabilities to successfully meet this requirement. It is the Government's intention to solicit and negotiate with only this source. This notice is not a solicitation or a request for competitive quotes request for offers. No solicitation package is available. However, interested parties may identify their interest and capability to respond to this requirement no later than April 19, 2021 at 12:00 p.m. EST. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government.
