- Pursuant to 13.106-1(b), the Federal Highway Administration (FHWA) to intends to negotiate a single source purchase order with Virginia Tech Transportation Institute to provide support the use of various components of the SHRP 2 database by the Federal Highway Administration (FHWA) and University of Buffalo. These organizations are interested in studying High-Visibility Crosswalk (HVC) traversals available in SHRP 2 NDS. This request is meant to provide some information for this purpose. �The SHRP 2 NDS data resides at Virginia Tech Transportation Institute (VTTI). VTTI is the only source of these data. These data are only available from Virginia Tech Transportation Institute through their Center for Data Reduction and Analysis Support. Their staff are the only ones allowed and capable of providing these services to support FHWA research specific to the SHRP 2 NDS data which is a �one of a kind� data set to support highway safety, operations, and planning research. VTTI is the only entity that maintains data access for researchers and data reductionists via multiple data viewer client applications developed in-house. VTTI is the only source that is able to provide database interfaces to SHRP 2 NDS Data. These data are only available from Virginia Tech Transportation Institute through their Center for Data Reduction and Analysis Support. The intent of this notice is not to request competitive proposals, and any information received from interested parties will only be considered solely for the purpose of determining whether a competitive procurement should be conducted. However, interested parties may submit a description of their firm's capabilities for satisfying this requirement, which demonstrates they possess the ability to successfully perform this effort.
