Description
The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Acquisition Division, Norfolk, VA on behalf of National Marine Fisheries Service (NMFS), Office of Habitat Conservation (OHC), Restoration Center (RC), Deepwater Horizon Division intends to procure construction services for the Construction of the Large-Scale Barataria Marsh Creation: Upper Barataria Component (BA-207), Jefferson & Plaquemines Parishes, Louisiana. The Project is an environmental restoration project to create marsh creation areas (MCAs). The Project Base Schedule (MCAs 1A, 1B, 2A-Access Corridor, and 2B) consists of the dredging and placement of up to an estimated 8,393,990 cubic yards (dredge volume) of fill borrowed from two previously permitted sites in the Mississippi River. Project specifications for the Base Schedule require the placement of in-situ material to construct about 46,635 linear feet of earthen containment dikes to an elevation of +4 feet NAVD 88 with a crest width of 5 feet. The Project specifications for the Base Schedule includes dredging and placing material for marsh creation to construct approximately 882 acres of marsh platform at an elevation of +3.0 feet NAVD 88 south of The Pen in Jefferson Parish, Louisiana. Bid Option 1 (MCA 2A) consists of the dredging and placement of up to an estimated 1,255,032 cubic yards (dredge volume) of fill borrowed from two previously permitted sites in the Mississippi River. Bid Option 1 includes dredging and placing material for marsh creation to construct approximately 211 acres of marsh platform at an elevation of +3.0 feet NAVD 88 south of The Pen in Jefferson Parish, Louisiana. Bid Option 2 (MCA 3A) consists of the dredging and placement of up to an estimated 809,891 cubic yards (dredge volume) of fill borrowed from two previously permitted sites in the Mississippi River. Bid Option 2 includes dredging and placing material for marsh creation to construct approximately 90 acres of marsh platform at an elevation of +3.0 feet NAVD 88 south of The Pen in Jefferson Parish, Louisiana. Bid Option 3 includes dredge relocation to the Alliance Anchorage borrow area. Additional project features includes pre-construction surveys, construction surveys, post-construction surveys, excavation for the flotation access channel, removal and replacement of a rock weir for equipment access, installation of settlement plates, project signage, and access corridor work. The estimated period of performance for completion of the project is 780 calendar days after the issuance of notice to proceed for the Base Bid Schedule and an additional 110 calendar days for Bid Option 1 if exercised and an additional 70 calendar days for Bid Option 2 if exercised and an additional 15 calendar days for Bid Option 3 if exercised. This acquisition is being advertised as an Unrestricted Invitation for Bid (IFB) which will result in the award of a single firm-fixed price (FFP) Construction contract. The estimated construction cost of this project is more than $10 million. The NAICS Code is 237990 Other Heavy and Civil Engineering Construction with a small business size standard of $39.5 million. A Bid Guarantee is required in accordance with FAR 52.228-1. �Minimum bid qualification requirements include Dredge Capacity-size and capacity of dredge equipment that will be used on this project; Bids from large business firms must comply with FAR 19.7 and FAR Clause 52.219-9 regarding the requirement for submission of a small business subcontracting plan that exceeds DOC Small Business Subcontracting Goals. The Government intends to award a firm-fixed price contract to the lowest responsive, responsible bidder. The solicitation documents for this requirement will only be posted on the Government point of entry website, beta.sam.gov. Contractors are responsible to register as an Interested Vendor to ensure notification of issuance of any documents associated with this solicitation. If you are not registered, the Government is not responsible with providing you with notification of any changes to this solicitation. Offerors are also encouraged to post notices of prospective subcontracting opportunities on the Small Business Administration's Subnet, at http://web.sba.gov/subnet. The Invitation for Bid (IFB) will be available on or around May 4, 2021.� A Pre-Bid conference will be held VIRTUALLY on Tuesday, May 18, 2021 at 10 am ET. �
