Feb 8, 2021 STATEMENT OF WORK Minneapolis Veteran Affairs Health Care System Chiller Maintenance Introduction: The Chillers and associated equipment require preventative and scheduled maintenance. Requesting a Base year plus three option years (4 years total). Request Contractor to offer Best (Premium, Gold, etc.) service package to meet the needs of the MVAHCS. Objectives: Create a chiller maintenance contract with a reputable company with a minimum of 5 years experience and capable of performing all aspects of chiller maintenance. Provide service parts and labor for annual winter service, all parts will meet manufacture s Specifications. Service to include maintaining York Variable Speed drive including replaced with OEM York Inhibitor annually equipment. Preventative Maintenance Program includes: Spring Start Up, Fall Shutdown, (5) Running Inspections, Oil & filter Analysis, Vibration Analysis Tube Brushing. Eddy current testing (every 3 years) (see appendix A for details) Provide a written report to the VAHCS about the condition of the system, any recommendations for necessary repairs or enhancements to maintain capacity, reliability, and efficiency. The written reports shall be submitted to the VAHCS Energy Center, within 30 calendar days. Emergency Services: These services will be included as part of the Annual Contract. Contractor shall provide prompt emergency service (be on site) within a four (4) hour period. Contractor shall provide one (1) hour phone response time, when contacted for an emergency service request. Contractor shall diagnosis, repair, replace parts and perform labor to correct the problem. This service shall be provided in response to requests from the Energy Center Supervisor, Operations Engineer, or their designee. Emergency service shall be rendered at any hour, of any day of the week. Additional Repairs: In the event equipment requires repairs that fall outside of this Statemnent of Work (SOW), a detailed itemized Quote will be provide to the COR/CO for approval. This quote will list individual parts and labor. No work will begin until the COR or CO have given the approval. Training: Contractor shall provide annual operational training and instruction for VAHCS personnel on the above listed equipment each year, not to exceed 24 hours. Training to be coordinated and scheduled with the supervisor of the VAMC Energy Center. Project Deducts: None. Expected Asbestos or Lead: Not applicable Working hours: Anticipated hours of work will be Monday through Friday from 7:am 5:00 pm. Emergency repairs may be required on weekends and/or federal holidays. Safety: Contractor is responsible for maintaining a safe working environment for their employees as well as the MVAHACS Staff. Work areas will be kept cleaned throughout the day and all trash and demolished materials properly disposed of daily. Appropriate Personnel Protective Equipment will be worn while performing work on the VA Campus. Contact COR for additional requirments Security: Contract personnel need to obtain a vendor s badge form VA Security located at the outpatient entrance security desk. A valid government issued form of identification will be required to receive a badge. A charge of $25 will be assessed for any badges that are not returned at the completion of the project Contractor s Technicians are required to check in with the COR or Grounds Supervisor upon arrival at facility to obtain access and any additional instructions, task explanations and project location information. Daily performance log sheets are required to be submitted to the CO and COR daily. Parking/Storage: Parking is available in parking lots 11, 43A and 43B for vehicles (automobiles and Pickup trucks). Larger vehicles, equipment, job site trailers or storage containers must utilize parking lot 43A only. Contractor s contact information (name and phone number) is required to be displayed on all vehicles, equipment, trailers or containers that are stored overnight at the MVAHCS. Dropping off tools and materials at the loading dock is permitted but no parking is allowed in the loading dock area. Unattended vehicles in unauthorized parking areas will be ticketed by MVAHCS Police. Appendix A Maintain the following items related to the equipment listed above, per designated schedule: All electric wiring integral to each chiller. All refrigerant piping associated with the chiller systems. Insulation on the refrigerant piping and equipment, to be re-installed up to professional standards. The pressure and temperature controls, thermometers, and manual valves located on the equipment. Calibration services of the flow meters/DP sensors. Vibration Analysis of the pumps Calibration of Refrigerant Leak Detection Systems in Chiller Mechanical Rooms Vibration Analysis of Cooling Towers Preventative Maintenance Program includes: Spring Start Up, Fall Shutdown, (5) Running Inspections, Oil & filter Analysis, Vibration Analysis Tube Brushing. Eddy current testing. The following list emphasizes the required tasks required to keep the chillers in good operating condition, but the contractor shall use each manufacturer s specifications and guidelines, as a final determination to keep the chiller system operating as designed. Annual winter (off peak season) inspection on each chiller listed above, to include as a minimum, but not limited to: Inspect main starter and control panel. Leak test chiller for refrigerant and oil systems leaks using an electronic leak detector. Test electrical wiring insulation using the Megohmmeter method for compressor motor and oil pump motor. Clean and tighten all electrical terminals. Test oil for acidity. Change starter cooling fluid. Check oil sump heater operation. Cleaning of all condensers and tube sheets, which include BOTH bell ends being removed. Seasonal startup (spring/peak season) tasks on each chiller listed above, which requires a contractor technician be on-site, when every chiller is started: Review manufacturer's recommendations for startup Check auxiliary equipment operation Check refrigerant and oil levels Check oil sump heater and purge pump oil heater where applicable. Check and test all operating and safety controls Start condenser, evaporator and cooling towers. Start chiller and monitor its operating conditions. Leak-test chiller for refrigerant and oil system leaks with an electronic leak detector. Log all operating conditions after unit stabilizes Review Owners logs and log all operating conditions. Review operating procedures and owners log with chiller operator An oil sample shall be taken after startup for test lab analysis. Spectrochemical oil analysis: Parameters tested: Results: Metals Diagnosis Moisture Trends Acid Number Recommendations 1-oil analysis (es) shall be performed annually. Oil filters shall be changed annually. Refrigerant analysis: Parameters tested: Results: High boiling residue Diagnosis Acid Number Trends Moisture Content Recommendations Refrigerant analysis (es) shall be performed annually. Eddy current analysis (es) shall be performed during Fiscal Year 2022 as indicated in the Schedule of Items, and every 3 calendar years thereafter. Analyses are to be performed on both evaporator and condenser tubes. Both end bells shall be removed during the process of the Eddy Current Testing and the evaporator/ condenser cleaning procedure.
