- N00164-21-R-JM41 � SOLE SOURCE � ENGINEERING AND ROOT CAUSE ANALYSIS (RCA) SUPPORT � PSC J019 � NAICS 335911 Issue Date: 12 APR 2021 � Closing Date: 21 May 2021 � 02:00 EST Naval Surface Warfare Center, Crane Division, Crane, IN has a requirement for a five-year contract for engineering and technical RCA support for the Exide Technologies Submarine Valve Regulated Lead Acid (SVRLA) batteries on all US Navy submarines and Moored Training ships. The Government intends to award a sole-source contract to Exide Technologies, 13000 Deerfield Parkway, Milton, GA 30004-8532 in accordance with Statutory Authority 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1(a)(2) only one responsible source and no other type of supplies or services will satisfy agency requirements. The basis for restricting competition is the proprietary design of the batteries and the manufacturer�s ability to diagnose their own problems to keep them fielded and improve the function of future SVRLA batteries. These are a particular product to one manufacturer, and the inability of another source fulfilling the agency requirement would impact the mission. The proposed contract action is anticipated to be a single Firm-Fixed-Price (FFP) Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract with one (1) base year and four (4) one-year options for the Contract Line Items (CLIN) of one (1) lot of RCA efforts with six (6) Contract Data Requirement Lists (CDRLs). Delivery Terms will be F.O.B. Destination. A Solicitation will NOT be posted to FedBizOpps due to the sole source nature of the requirement. The RFP will be issued directly to Exide Technologies. All responsible sources may submit a capability statement that shall be considered by the agency. However, a determination by the Government not to compete with this proposed contract based upon responses to this synopsis is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
