Description
Amendment 02 - This amendment provides a response to questions received.� Please see question and answer attachment�for more details. Amendment 01 - A site visit is tentatively scheduled for 14�April at 1000 British Summer Time.� Interested vendors must submit names of attendees no later than 72 hours in advance.� Attendees must have a valid government-issued ID, consent to a background check.� Attendees must also wear a face mask and adhere to social distancing guidelines. At a minimum, attendees must supply identification that lists: Full Name Date of Birth Citizenship Make and Model of Vehicle Vehicle Registration Number Driving License Failure to provide any of the requested information will result in refusal of base access. ------------------------------------------------------------------------------------------------------ The 501st Combat Support Wing has a requirement for the removal and replacement of sulphur vapor street lamps with photovoltaic ""solar"" LED lamp heads. General Information: The scope of work involves removal and disposal of 65 pole-mounted lamp heads, and five building-mounted lamp heads.� Desired period of performance is 60 days after award. Specific Information: LED lamp heads with light output meeting or exceeding the following: color temperature of 5000 Kelvin brightness of at least 4800 lumens power usage of 41 watts or less photovoltaic, or �solar� panels with dimming capability Offerors must be Authorized Persons, in accordance with UK Ministry of Defence Joint Standard Publication (MoD JSP 375),�Management of Health and Safety in Defence, Volume 3 Chapter 2: Common Requirements. Completed works must comply with British Standard BS7671.� Where British standards conflict with American standards, the more-stringent standard shall take precedence. Please refer to the attached combined synopsis/solicitation document and the Statement of Work for more details. Submit offers via email to justin.scales@us.af.mil. Offers must be received by 1500 British Summer Time (GMT +1:00) on Monday, 19 April 2021.� Late offers will not be accepted.� Questions must be submitted via email one week prior.� Questions received after the submission deadline may go unanswered. Instructions to Offerors: (FAR 52.212-1 -- Addenda) General: Offers must include: technical information and pricing information.� Offerors may submit their offer in any format they see fit, however the size of the offer must not exceed 14 megabytes.� Pricing information must be kept separate from technical information; no intermingling will be permitted. Offerors must be registered in the System for Award Management to be eligible for award.� Offerors must submit a representation regarding Covered Telecommunications Products/Services in accordance with National Defense Authorization Act Section 889. Technical: Offerors must demonstrate/explain in lay terms how they will meet the requirements as stated in the Statement of Work.� Offers must not simply acknowledge or otherwise restate the Government�s requirements. In particular Offerors must: Demonstrate personnel are qualified and able to access the installation, in order to perform works (SOW para. 2.1, 2.3, 2.4). Demonstrate how lighting solution will meet or exceed hardware requirements and provide documentation to the Government (SOW para, 3.2). Price: Offerors may submit pricing in any currency of their choosing, however for evaluation purposes, foreign currency will be converted to US Dollars , based on the exchange rate from the US Department of the Treasury, in effect at the time this solicitation was posted, rounded to four decimal places. The total price must include all shipping, installation, labor, and credit card processing fees.� It must not include the Value Added Tax (VAT).� The US Military is exempt for the VAT in accordance with Her Majesty�s Revenue and Customs Notice 431, VAT Relief for Suppliers to Visiting Forces. Evaluation Critera: (FAR 52.212-2 -- Addenda) I�������������� Technical Capability.� Technical capability is the Offeror's demonstration of understanding of the requirements specified within the Statement of Work, and the Offeror's capability to meet the Government's requirement.� Technical Capability will be evaluated as Acceptable or Unacceptable. A rating of Acceptable means the offer meets all of the Government's requirements, as specified in the SOW.� �The Government has substantial confidence that the Offeror will successfully complete all works; risk to the Government is low, or non-existent. A rating of Unacceptable means the offer fails to meet one or more of the Government's requirements, as specified in the SOW.� The Government has limited to no confidence that the Offeror will successfully complete all works; risk to the Government is moderate or higher. II������������ Price. �The sum of the price(s) for all line item(s), will represent the total price used to evaluate offers.� Offerors submitted in foreign currency will be converted to US Dollars, based on the exchange rate from the US Department of the Treasury, in effect at the time this solicitation was posted, rounded to four decimal places. Basis for Award: The Government intends to award one firm fixed-price contract to the Offeror, whose offer represents the best value to the Government, after considering priced and non-priced factors. The Government intends to evaluate offers without exchanges with Offerors, after receipt of offers.� Therefore, the Offeror�s submission must represent the Offeror�s best and final offer, when responding to this solicitation. The Government will use a lowest-priced technically acceptable approach when determining the best value.� Offers will be arranged from lowest priced to highest priced.� The lowest two offers will be evaluated for technical acceptability.� If either offer is found to be unacceptable, it will be excluded from further consideration.� The next-lowest offer will be evaluated for technical acceptability, and so-on until either: two technically-acceptable offers have been found.� The lowest of the two will be declared the successful offer;�or all offers have been exhausted. If an insufficient number of offers were found technically acceptable, the Contracting Officer may conduct interchanges with all, some, or none of the Offerors; with the intent to address any aspect of the Offeror's quote.
