Description
This notice does NOT constitute a request for proposal, request for quote, or invitation for bid.� The intent of this pre-solicitation synopsis is to notify potential offerors of Design-Build/Design-Bid-Build, Indefinite Delivery/Indefinite Quantity (IDIQ) Multiple Award Construction Contract (MACC) for General Construction Services at PWD Naval Submarine Base New London, Connecticut and PWD Naval Station Newport, Rhode Island Area of Responsibility. This contract(s) will require the ability to manage multiple task orders concurrently across the PWD-New London & Newport AOR.� This MACC will encompass a wide range of DB and DBB projects that include, but are not limited to, new construction, demolition, repair, alteration, and renovation of buildings, systems and infrastructure and may include civil, structural, mechanical, electrical, fire protection, and communication systems� for various facilities.� Types of facilities may include, but are not limited to, administrative, industrial, maintenance, warehouses, maintenance, hangars, communications, schools/training/education personnel support, recreational, food services, lodging, dormitory, medical, training areas/ranges, roads, etc. Incidental work with specialty trades includes Mechanical/Electrical/Plumbing (MEP) systems including Heating Ventilating and Air Conditioning (HVAC) systems, boilers, high pressure steam distribution, electrical distribution, motors, generators, potable water distribution, sanitary sewer, storm water control, communications, and removal and disposal of asbestos or lead contaminated materials.� The selected contractor(s) will be responsible for all labor, supervision, engineering, design, materials, equipment, tools, parts, supplies, and transportation to perform all of the services described in the drawings and specifications provided for each individual project. It is anticipated that no more than five (5) contracts will be awarded as a result of this potential solicitation.� The duration of the contract(s) will be for one (1) year from the date of contract award with four (4) one-year option periods.� The total five-year (base and four one-year options) estimated construction cost for all contracts will not exceed $249,000,000 for the life of the contract.� Projects awarded on this MACC will have an estimated construction cost of approximately $500,000 to $5,000,000; however, smaller and larger dollar value projects may be considered.� Projects shall be in conformance with all applicable referenced criteria per the design/construction standards, laws and regulations, including applicable building, fire life-safety codes, and environmental regulations as outlined at: http://www.wbdg.org/ffc/dod/unified-facilities-criteria-ufc The procurement method utilized is the Federal Acquisition Regulation (FAR) Part 15, �Contracting by Negotiation.� This solicitation will be advertised as ""8(a) Small Business"" set-aside. The geographic limitation [FAR 19.804-2(a)(5)] for this award will be within a 350 mile radius of Newport RI, 02840.� Offerors need to be 8(a) firms and demonstrate evidence of the SBA determination that it has a bona fide place of business within Newport, Rhode Island and New London, Connecticut prior to submitting its offer for the procurement. (See 13 CFR 124). Bona fide place of business, for purposes of 8(a) construction procurements, means a location where a Participant regularly maintains an office which employs at least one full-time individual within the appropriate geographical boundary (350 miles radius of Newport, RI, 02840). The term does not include construction trailers or other temporary construction sites. This is a source selection procurement requiring both non-price (technical and past performance) and price proposals, and will utilize the best value continuum process at FAR 15.101-1, Tradeoff.� The basis for evaluation and evaluation factors for award will be included in the solicitation.� The appropriate North American Industry Classification System (NAICS) Code for this project is 236220, Commercial and Institutional Building Construction, and the Small Business Size Standard is $39,500,000.� Offerors will be required to submit with their offer a bid bond of at least 20% of the proposed price but shall not exceed $3,000,000 of the amount for Construction Wage Rate Requirement (CWRR) (formerly known as Davis Bacon Act (DBA)) work. A Sources Sought notice was published to beta.sam.gov on 17 September 2020, seeking eligible Small Businesses, HUBZone Small Businesses, Small Disadvantaged Businesses, Service-Disabled Verteran-Owned Small Businesses, and Women-Owned Small Businesses. The Government invited prospective offerors with the capabilities of performing construction services that meet or exceed the stated requirement to submit a capabilities statement.� Respondents were required to submit relevant experience in performing efforts of similar size, scope and complexity within the last five (5) years.� Successful award and completion of the requirements can be achieved by soliciting the contract as a set-aside for certified 8(a) small businesses.� On 4 February 2021, the NAVFAC MIDLANT Deputy for Small Business approved a DD2579 Small Business Coordination Record recommending an 8(a) set-aside procurement. The Request for Proposal (RFP) will be issued by NAVFAC Mid-Atlantic ACQ22 on or about 26 April 2021. The solicitation number will be N40085-21-R-0078 on the Beta.Sam.Gov website at https://beta.sam.gov/.
