- This announcement constitutes a Pre-Solicitation notice (synopsis) in accordance with FAR Subpart 5.2. The 27th Special Operations Contracting Squadron (27 SOCONS) hereby announces its intent to issue a solicitation entitled, ""FA485521B0001, Renovate Building 600 for Airman Leadership School (ALS) at Cannon Air Force Base (CAFB), New Mexico (NM)"" as described within this announcement. This project utilizes Sealed Bidding procedures prescribed at FAR Subpart 14.2. The Government intends to issue a formal solicitation via an Invitation for Bid (IFB) requesting for bids, which will follow this announcement and will take place no sooner than 15 days from the publication of this announcement. Project Description: This construction project is to renovate Building 600 for ALS at CAFB, NM in accordance with (IAW) the Statement of Work, Specifications and Drawings. The scope of work includes demolition and disposal of the following: existing drywall, ceiling grid, carpet in multiple rooms, select non-load bearing walls, and student laboratory. Additionally, walls will be reconfigured and constructed to facilitate a new layout that will accommodate a lecture hall configuration. Walls shall be refinished and painted, new carpeting and cove base shall be installed in select rooms, and new ceiling grid and tile will be installed throughout. Current student laboratory will be reconfigured to a breakroom, to include new counters, cabinets, and sinks. This is a competitive Historically Underutilized Business Zone (HUBZone) set-aside and all responsible and qualified HUBZone offerors are encouraged to participate. This solicitation utilizes Sealed Bidding Process. This procedure permits the award of a contract to the lowest price, responsive, and responsible offeror. Submission of bids: To be considered for award, a bid must comply in all material respects with the invitation for bids, including but not limited to, Statement of Work, Specifications, and Drawings. The offeror shall furnish a bid guarantee with at least 20% of the bid price but shall not exceed $3 million, whichever is less, pursuant to FAR 52.228-1. Such compliance enables bidders to stand on an equal footing and maintain the integrity of the sealed bidding system. Bids shall be filled out, executed, and submitted in accordance with the instructions in the invitation. Bidders must submit bids to be opened at the time and place stated in the solicitation for the public opening of bids. The use of electronic commerce is authorized for submission of bids. Evaluation of bids: Bids shall be evaluated without discussions and will be evaluated based on price and price-related factors. Contract award: Award will be based on the lowest price bid that is responsive to the terms of the invitation for bids and is most advantageous to the Government, considering only price and the price-related factors included in the invitation. A firm-fixed price contract will be awarded to a qualified and responsible HUBZone small business concern who submitted a responsive and lowest priced offer. It is anticipated that solicitation will be released on or about 23 April 2021. Interested contractors must inform the contracting office if a site visit is desired or if drawings/photos would suffice. Site visit may be arranged during normal duty hours during the solicitation phase. Due to COVID Guidance and base policies, Cannon AFB has mandated an exception to policy process which must be approved for out-of-state visitors prior to travel into New Mexico. Be advised that contractors must allow the Government at least 14 days to get this approval. Vendors must be registered with the System for Award Management (SAM) database to receive a Government contract award.� Vendors must also be registered in Representations and Certifications Applications (included in SAM). �The North American Industry Classification System (NAICS) Code applicable (236220) to this acquisition must be in vendor's SAM registration.
