Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation W9127N21Q0038 for monthly and annual fire extinguisher services as noted in the enclosed performance work statement (PWS) is hereby issued as a Request for Quote (RFQ).� The following solicitation document, incorporated provisions, and clauses are in effect through Federal Acquisition Circular 2021-05 effective 10 March 2021. This solicitation is advertised as small business set-aside under NAICS Code 811310, Fire Extinguisher Repair and Maintenance, without installation with a size standard of $8,000,000.00. All prospective offerors must be registered in the System for Award Management (SAM) at www.sam.gov to be eligible for award. Lack of SAM registration will make an offeror ineligible for award. The Portland District Contracting Office Small Business Specialist is Ms. Carol McIntyre, at 503-808-4602. The U.S. Moorings and Terminal 2 have various fire extinguishers in multiple locations of various sizes from five (5) lb. portable to thirty (30) lb. portable. The bulk of fire extinguisher equipment is located at the project site in the various offices and vehicles. Fire extinguisher inventory is identified by specific locations. The Project Point of Contact (POC)/COR will coordinate date/time that Contractor shall be onsite, in an effort to make mobile units (vehicle) reasonably available to the Contractor. (NOTE - It must be understood that not all vehicles will be assembled at any one time or at one place. The Contractor shall be provided a minimum of two (2) days per month in order to ensure all mobile items are accessible, (boats and vehicles)). The Contractor shall ensure a current inventory of all fire extinguishers is maintained during the base period and all consecutive option periods of the contract that are exercised by the KO. Annual Maintenance shall include all of the monthly inspection services, plus: change � out annual tag, reinventory all extinguishers and provide to the Government an updated service record within thirty (30) days of annual inspection. Annual maintenance service is intended to give maximum assurance that an extinguisher will operate effectively and safely. Annually, the Contractor shall perform maintenance procedures that include a thorough examination listed below in paragraph 5.1.2, and additionally the three basic elements of an extinguisher: ? Examination of mechanical parts ? Extinguishing agents, and ? Expelling means. All service shall be performed in accordance with the most current NFPA 10 Standard. Any fire extinguisher found to be out of compliance with NFPA 10 shall be immediately replaced with a compliant fire extinguisher of the same type. The Contractor shall perform monthly inspections for inventoried equipment see Attachment 1. Inspections shall include the following: ? Ensure extinguishers are identified by location /size /type /serial number /manufactured date. ? There is no obstruction of access or visibility. ? Pressure gage readings or indicators are in the operable range or position (for extinguishers with pressure gages). ? Operating instructions on nameplate legible and face outward. ? Seal and tamper indicators not broken or missing. ? Determine fullness by weighing or �hefting� (for extinguishers without pressure gages). ? Examine for obvious physical damage, corrosion, leakage, or clogged nozzle. ? Marked with their letter (class of fire) and numeric (relative extinguishing effectiveness) classification. Tags, pins, and tamper indicators shall be replaced as necessary. With each inspection, extinguisher tags shall be dated with month/day/year and initialed by the inspector. No less than twenty five (25) days or no more than forty (40) days may pass between inspections, with an inspection required and documented in all twelve (12) months. Any extinguisher found undercharged or discharged shall be recharged /serviced. Consecutive six-year maintenance service shall be based on manufacturing date of fire extinguisher. All service shall be performed in accordance with the most current NFPA 10 Standard and 49 Code of Federal Regulations (CFR). All services shall be performed by trained/certified operator. *Provisions and Clauses updated from 16 April 2021 to read 26 Apr 2021 as submission due date. No other changes.
