Description
One-Time-Buy (OTB) for the procurement of 49,000 USG TURBINE FUEL, AVIATION (JP5) to be delivered to Cold Bay AIRPORT, Alaska with RDD 05/01 through 05/14, 2021. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulations (FAR), as supplemented with additional information included in this notice.� This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation, SPE605-21-Q-0265, is issued as a Request for Quotation (RFQ) for commercial items using the Simplified Acquisition Procedures (SAP) in accordance with FAR Parts 12 and 13. The contract resulting from this procurement will be a firm fixed price contract. This document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-06 dated 19 JAN 2021. DPAS rating for potential award is DO. Scope of Contract: CLIN 0001 - The contractor shall provide, under line item 0001 Product: Turbine Fuel, Aviation (JP5) NSN: 9130-00-273-2379 (JP5)������� Quantity: 49,000 USG Delivery Date: Saturday, May 1 through Friday, May 14, 2021 Delivery Mode: TANK TRUCK / The connection type that is on the fuel bladders are a 4� Cam lock fitting; vendor will need to be able to hook up to that connection.� TANK TRUCK w/PUMP & METER Size: 2 inches Hose (length): 15 - 20 feet Fuel delivery. Truck needs to be able to deliver via pressure locking nozzle with an in-line meter in U.S. gallons. Flash point is required to be over 140 deg. Requesting Quality Assurance documentation.�The customer is ordering JP5, IF JP5 is not commercially available for delivery to this location, the customer will receive the following alternatives. First Alternative Material: 9130?01?031?5816 (JP8) with 3 additives: FSII, SDA, and CI/LI Second Alternative Material: 9130-00-753-5026 (JA1) with 3 additives: FSII, SDA, and CI/LI (is an acceptable alternative to JP-8) Delivery Ticket Notes: �Metered delivery ticket required.� Special Messages: The customer does NOT have the required additives with them, and do not have the additive injection equipment.� MULTIPLE DROP JP-5 Is the preferred fuel type due to the unit being integrated with the Navy. Flash point is required to be over 140 deg. JP-8 with 3 additives : FSII, SDA, and CI/LI is the first alternative and JA1 with 3 additives : FSII, SDA, and CI/LI is the second alternative. Initial delivery will be 40,000 gallons on May 1st 2021 and second delivery will be 9,000 gallons requested delivery date is May 6th 2021. Fuel delivery truck needs to be able to deliver via pressure locking nozzle with an in line meter in U.S. gallons. Requesting Quality Assurance documentation. Please Cc'd all on every email traffic. DLA Energy may require a vendor to sign the SF1449 prior to being awarded this delivery. This will be sent by email and may have a response window of as little as two (2) hours. Upon request, the vendor must return the signed SF1449 by the deadline specified. If this is not returned by the specified deadline, DLA Energy reserves the right to offer this delivery to a different vendor. Electronic Funds Transfer as a means of payment will be made upon receipt and acceptance of all products through Wide Area Work Flow (WAWF). The evaluation criteria stated in paragraph (a) of FAR 52.212-2 are as follows: The contract will be awarded to the lowest price quotation from a responsible vendor.
