Classified Manufacturing Capability The U.S. Army Contracting Command - New Jersey, on behalf of the Office of the Project Manager, Maneuver Ammunition Systems (PM MAS), is conducting market research to seeking to identify industry partners with classified manufacturing capability. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. RESPONSES WILL NOT BE RETURNED TO THE RESPONDER. NOT RESPONDING TO THIS NOTICE DOES NOT PRECLUDE PARTICIPATION IN ANY FUTURE REQUEST FOR QUOTE (RFQ) OR INVITATION FOR BID (IFB) OR RFP, IF ANY ISSUED. IF A SOLICITATION IS RELEASED, IT WILL BE SYNOPSIZED ON THE GOVERNMENT-WIDE POINT OF ENTRY (GPE). IT IS THE RESPONSIBILITY OF POTENTIAL OFFERORS TO MONITOR THE GPE FOR ADDITIONAL INFORMATION PERTAINING TO THIS REQUIREMENT.� REQUIREMENT: The objective of this Request for Information is for the Government to gather market research on the small caliber ammunition industry�s capabilities to manufacture classified small caliber ammunition cartridges and components for all calibers ranging from 5.56mm up to .50 caliber. The Classification will be at the SECRET level. 1) Does the Contractor have an existing classified manufacturing capability? If so, are they able to satisfy requirements as described in number 3 below? 2) If the Contractor does not have a classified manufacturing capability, then would they be willing to set up such capability to support production? 3) If the Contractor either has or is willing to set up such capability they should be able to do the following: a. The Contractor must be able to provide their capability to manufacture and deliver quantities of the classified ammunition and components for any the following ranges: A) 100k-500k per month, B) 501k to 1.0M per month or C) 1.01M-1.5M per month. For those in categories A or B, provide information if growth to 1.01M � 1.5M per month in the current facility is possible. b. The Government is seeking sources that can deliver quantities to support Low Rate Initial Production (LRIP), Full Rate Production (FRP), and ammunition sustainment. c. The Contractor must be able to perform First Article Acceptance Testing and Lot Acceptance Testing in a classified setting in order to support LRIP, FRP, and ammunition sustainment.d. In addition to manufacturing classified ammunition, the Contractor must possess the ability to: i. Maintain a site clearance ii. Maintain a classified manufacturing facility iii. Handle and store classified materials and files iv. Hold secure conferencing, telecommunications, and meetings, and for personnel to maintain a security clearance SUBMISSION DETAILS: Interested companies should submit their qualifications and capabilities electronically within 30 days of this notice to: Project Manager for Maneuver Ammunition Systems (PM MAS) via electronic submittals and should be sent to Email: luke.d.falk.civ@mail.mil and joseph.valmores.civ@mail.mil by 11, May 2021 by 3:30pm eastern standard time. Each potential source is requested to provide the contract number(s), dollar value(s) and brief description of work previously or currently being performed, which specifically demonstrates the contractor's ability to successfully satisfy the requirement listed above. Firms shall also provide point of contact information, where available, for the efforts cited above. In addition, please provide the firm�s name and address, point of contact with telephone number and email address, CAGE Code and DUNS number, size of business (i.e. large, small, disadvantaged, veteran owned, woman owned, etc.) and applicable NAICS and Product Service Code�s.
