The NCO 12, Great Lakes Acquisition Center, 115 S. 84th Street, Suite 101, Milwaukee, WI 53214, is performing market research to determine if there is a sufficient number of qualified: (1) Service Disabled Veteran Owned Small Business (SDVOSB); (2) Veteran Owned Small Business (VOSB); or (3) Small or emerging small business firms, or (4) Other Than Small business firms, to provide Vision RT AlignRT Surface Guided Radiation Therapy System [Brand Name or Equal] to the Milwaukee VA Medical Center per the Statement of Work. Purpose The Clement J. Zablocki VA Medical Center Radiation Oncology department requires the purchase of the Align RT Surface Guidance system manufactured by Vision RT. As part of new construction efforts to expand Radiation Oncology, new linear accelerators have been purchased which work in conjunction with surface guidance systems and applications. These systems are brought in place to verify patient setup reproducibility, reduce the need for additional imaging and imaging dose, and automatically pause treatment due to expected (planned breathe hold) and unexpected (patient adjustments mid-treatment) motion. With the projected increase in women veteran population, this system will also minimize concerning cardiac doses when treating certain breast cancer cases. It will also reduce patient setup times by %50 with the use of automated interlocking systems which will increase patient safety and satisfaction. All equipment must follow the guidelines and meet all specifications listed below. Project Scope: Functional Requirements Surface Guided Radiation Therapy (SGRT) system that allows real-time tracking of patients before and during radiation therapy. Functions must use contact-free techniques to track patients skin surfaces with sub-millimetric accuracy ranging below 0.5mm in all six degrees of freedom. Ensures radiation is only delivered when patients are correctly positioned. System must ensure accurate and reproductible patient setup and monitoring during dose delivery. System must have the ability to automatically pause treatment due to expected and unexpected patient adjustments made during dose delivery and treatment. Must allow control to the Elekta Couch Move functions System must be able perform the following therapies and examinations DIBH (Deep Inspiration Breath Hold) General Breast SRS (Stereotactic Radiosurgery) SBRT (Stereotactic Body Radiation Therapy) Head and Neck Breath Hold SBRT Sarcoma Prostate Pediatrics Software & Interfacing Requirements System must be able to interface with Elekta s Gating (Beam Hold) Response Interface to the Elekta Linac and continue to integrate with any future upgrades Elekta has to offer. Must be able to automatically open/review patients in synchronization with MOSAIQ Sends and receives new patient appointments and updates existing patient appointments while sending reports to MOSAIQ. Software must support a 3-camera system and include a 3D photo module that will map the overlay of the texture-map of the patient on a 3D surface. Must include a postural video module that can provide live stream video from any of the three (3) camera units with a high contrast position outline for use during patient setup and treatment. Patient tracking software must provide multi-angle, real-time view of patient s overall alignment relative to their reference position Must include analysis software that will work in conjunction with a stereotactic calibration cube phantom and leveling plate. After contacting COR (or COR designee) at the VA, a specific time will be scheduled for the delivery of the product and the installation in accordance with the project schedule award. Working space and space available shall be as determined by the COR. Workmen are subject to rules of the Medical Center applicable to their conduct. All personal automobiles and contractor trucks shall be parked at the contractor's staging area or offsite of the VA premises. Execute work to interfere as little as possible with normal functioning of the Medical Center as a whole, including operations of utility services, fire protection systems and any existing equipment, with work being done by others. Do not store materials and equipment in other than the designated contractor storage areas. Daily, Vendor shall keep work, storage, and staging areas clean and neat. Vendor shall provide enough trash containers so that there is no debris lying around. Debris will be removed daily by the Vendor unless otherwise directed. Hours of Operation Normal hours of coverage are Monday through Friday, 7:00 AM to 4:30 PM Central Standard Time excluding national holidays. All services shall be performed during normal hours unless otherwise scheduled with the COTR or his/her designee, except for scheduled training. Contractor shall always be professional and shall take all necessary precautions to maintain a safe environment for the occupants. Contractor shall fully minimize noise possible while working in all buildings and wear all required Personal Protective Equipment (PPE). Period of Performance The Contractor warrants that the items will be free from defects from materials and workmanship under normal use for a period of not less than one (1) year for equipment defined herein. This start date of this period shall be one-year from go-live of the system and shall be considered the base-year. Contractor will replace or repair equipment if necessary, to the satisfaction of the Government. Contractor shall provide a copy of the written warranty upon acceptance of the equipment, which will be establish base on the go-live date. All labor, time, materials, equipment, travel, and supplies necessary to keep equipment operational during the warranty period shall be included. Phone response to warranty issues within 1 hour and on-site response within 48-hours is required. TELEPHONIC INQUIRIES WILL NOT BE ACCEPTED.
