- SOURCES SOUGHT:� THIS IS NOT A NOTICE OF REQUEST FOR QUOTATION BUT INFORMATION AND PLANNING PURPOSES ONLY!� This notice does not constitute a commitment by the Government.� All information submitted in response to this announcement is voluntary and the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. The Request for Quotation (RFQ) number is FA480921Q0052 and shall be used to reference any written responses to this source sought. Seymour Johnson Air Force Base anticipates a requirement that is being considered under a small business set-aside program.� The North American Industry Classification Systems (NAICS) Code proposed 611519.� The size standard for NAICS is $16,500,000.00 The requirement is to provide: �Instructors to Teach Battlefield Airmen course on Pope Army Air Field. Salient Characteristics:� 8 Qualified Instructors to teach Air Traffic Control students for a period of approximately one year. �� Instructor requirements: 1. FAA Certification as an air traffic controller is highly desirable. 2. Work may occasionally require travel away from the normal duty station on military or commercial aircraft. 3. May be required to work on special projects as directed by the supervisor. 4. May occasionally be required to work other than normal duty hours. 5. Minimum degree of an Associate�s Degree from CCAF or a recognized accredited college or university, is preferred. 6.� Training: Basic TSS Operator Training Course (1-week) and Advanced TSS Operator Training Course (1-week) 7. Pre-requisites: Basic, CBTs and Advanced, attended basic, have one year experience with Adacel TSS and others RECRUITMENT KNOWLEDGES, SKILLS, AND ABILITIES (KSA): 1. Knowledge of a wide range of the principles and practical methods, techniques, and tools of instruction to teach a variety of students with a range of differences such as diverse ages, backgrounds, and levels of interest. 2. Knowledge of Air Traffic Control at a practical level to include knowledge and practical experience of the national airspace system and the role of the Air Force therein. Knowledge and practical experience in either tower or terminal approach control operations and management. 3. Knowledge of tests and measurement principles, techniques, and objectives. 4. Skill in accomplishing special training studies and projects. 5. Ability to communicate effectively, both orally and in writing, and establish and maintain effective working relationships. 6. Ability to analyze problems and develop appropriate solutions. Factor 1, Knowledge Required by the Position - Knowledge of a wide range of instructional concepts, methods, and techniques required to develop and plan a variety of difficult and complex courses associated with teaching advanced technical systems or subject-matter areas. -- Knowledge of the methods, principles, practices, and programs related to curriculum development, instructional techniques, training resources, and test and measurement. -- Knowledge of DoD, AF, and major command directives, concepts, procedures, guidance, and policy as they relate to the area of responsibility. -- Knowledge of service-based occupations and the associated training/certification requirements for military and civilian personnel. -- Knowledge of standard analytical and evaluative techniques to analyze training requirements, plan for and develop training materials, evaluate training effectiveness, and solve problems relating to training issues. -- Knowledge of various office automation software programs, tools, and techniques to support training operations and produce a variety of documents such as letters, reports, spreadsheets, databases, and graphs. -- Skills in organization and communication to develop working relationships and administer programs with diverse military, civilian, professional, and technical populations to include verbal and writing skills to prepare presentations and/or briefings. -- Ability to apply standard practices and techniques to solve a variety of problems through application of accepted methods. Duty 1: Instructs students through assigned blocks of instruction at basic levels in the Air Traffic Control courses. Studies course objectives, technical orders, and other materials to prepare for assigned courses, blocks, and/or units of instruction. Prepares, maintains, and presents diverse material; maintains classroom decorum; and ensures supplies, equipment, and classrooms are available for training. Makes adjustments in presentations or instructional methods to resolve difficult classroom problems. Briefs students on potential hazards in the classroom, lab, etc. Applies knowledge of training principles and techniques to motivate students and make instruction as effective and interesting as possible. Monitors and evaluates student progress. Administers measurement devices and provides feedback to students; maintains security over measurement devices. Observes and assesses student classroom activities and participation. Evaluates student performance; provides feedback and recommends special study or disposition for students who cannot assimilate materials. Counsels students to identify and resolve challenging problems. Assists students requiring remediation by providing Special Individualized Assistance (SIA). Maintains student administrative records. Reviews training for effectiveness in meeting lesson objectives. Inputs required data into an automated student tracking system. Initiates documentation, updates student training records, and schedules resources required for instruction. Duty 2: Acts as the SME for Air Traffic Control course materials to help ensure they meet career field training requirements. Determines the need for and initiates changes or updates in course content. Serves as a subject matter specialist in the development and/or revision of training courses and materials. Recommends revision to the content, organization, method or emphasis of the instructional material to reflect new developments in technology, changes in policies, and other changes impacting the subject matter specialty. Researches a myriad of source materials, conducts fact-finding, data analyses, and applies appropriate guidelines, policies, and regulations for recommendations to modify established training materials such as study guides, workbooks, written tests, progress checks, etc. Supplements presentation with leadership and mentoring core values to enlisted course circumstances. Coordinates with functional managers to ensure currency of material and suggests most effective/efficient methods of presentation. Participates in original course content development and subsequent modifications for assigned courses. Constituent in Specialty Training Requirements Team (STRT), Utilization & Training Workshop (U&TW), other meetings and working groups in support of AFCFMs and other customers. Duty 3: Plans, develops, executes, and evaluates a comprehensive and effective training program. Prepares daily lesson plans. Demonstrates techniques to trainee instructors and tutors new instructors on required proficiency levels and areas assigned. Evaluates student progress and their work performance; provides feedback and recommends special study for students who cannot assimilate materials. Counsels students and helps them identify and resolve problems. Assists slower students during practical work by providing Special Individualized Assistance (SIA). Administers approved written and performance measurements and assigns grades in accordance with prescribed criteria. Records and summarizes test results. Inputs necessary data into the mandated training management system. Initiates documentation, updates and maintains accurate student training records of student achievement, certifies achievement of criterion objectives, and schedules resources required for instruction in a timely manner. Duty 4: Maintains professional and technical proficiency and accomplishes special projects related to specialty area, to include staff surveillance visits to various training activities. Attends conferences, workshops, and briefings to remain current in assigned functional areas and gain information that can be incorporated into courses. Coordinates, plans, and schedules meetings with internal and external organization course managers, contractors, military/civilian subject matter experts, and customers to obtain latest support material and to stay informed of advances in system and/or technology for course updates and changes. Include in your capabilities package your DUNS, Cage Code, System for Award Management expiration date, and any related specifications/drawings. We are interested in any size business that is capable of meeting this requirement. Market research is being conducted to determine interest, capability, and socio-economic category of potential sources for the requirement.� The government requests interested parties submit a brief description of their company's business size (i.e. annual revenues and employee size), business status (i.e., 8(a), Historically Underutilized Business Zone, service-disabled veteran-owned small business, HUBZone small business, woman-owned small business, veteran-owned small business, or small business) anticipated teaming arrangements, and a description of similar services offered to the Government and to commercial customers. All interested firms should submit a capabilities package that outlines the firm�s capabilities in providing the required services.� Contractor is required to provide all management and labor required for the operation and management of the required services.� Include three past references with current contact information and contract number.� If subcontracts are to be used, provide anticipated percentage of effort to be subcontracted and whether small or large businesses will be used.� The capabilities package should be brief and concise, yet clearly demonstrate an ability to meet the stated requirements.� Recent, relevant experience in all areas should be provided.� Teaming and/or subcontracting arrangements should be clearly delineated and previous experience in teaming must be provided.� The response must not exceed 5 pages. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners.� The Government will use this information in determining its small business set-aside decision.
