This is a Market Survey to attain information, comments, and capabilities from industry in accordance with FAA Acquisition Management System (AMS) Policy that will aid in the formation of an acquisition strategy and award for the procurement of Aircrew Training Management. The responses to this Market Survey will be used for informational purposes only. This is not a screening information request or a request for proposal of any kind. The FAA is not seeking or accepting unsolicited proposals. The FAA will not pay for any information received or costs incurred in preparing the response to this Market Survey. Therefore any cost associated with the Market Survey submission is solely at the interested vendors� expense. At this time, the nature of the competition has been determined a sole source effort. This is due to an immediate constraint for the existing Software. The software shall currently include the capability of providing for all requirements covered in Section 2.1 of the attached Draft Performance Work Statement (PWS). The principle North American Industry Classification System (NAICS) code for this effort is�511210; Software publishers, with other relevant codes of: 519130, Internet Publishing and Broadcasting and Web Search Portals, and 541511; Custom Computer Programming Services. Background: The FAA manages crew training and currency records for about 200 crewmembers. Currently, FAA must store paper copies of all FAR 135 training documents for all crewmembers and then must manually enter all qualifications into other systems for dispatch reasons. This process is open to human error or disruption of manual entry due to loss of personnel activity during a pandemic or other national emergency. Because of these vulnerabilities, FAA is pursuing an automated solution. Vendors shall address the following three (3) components within their submittal: 1. Company Information: Please provide your - DUNS number, small business status (woman-owned, veteran-owned, etc.) - Point of contact, to include: name, title, telephone number, business address, and email address - Size and type of services provided on previous contracts - Number of years in business 2. Requirements: *See Attached DRAFT Performance Work Statement (PWS) Please ensure your response covers capabilities for all requirements in Section 2 at paragraph 2.1. 3. Submission and Time Requirement: All responses to this Market Survey should be received by 2:00p.m. Central Standard Time,�Friday, April 16, 2021�electronically to the Contracting Specialist and Technical POC using the following email address: helaina.k.germosen@faa.gov. Please include �MARKET SURVEY RESPONSE: Aircrew Training Management� in the subject line of your email. Information provided will not be released however please appropriately mark PROPRIETARY on any of your documentation submitted as necessary. The FAA requires the page count (not including cover) for responses be limited to 15 pages (8�x11 one-sided), 12 font (Times New Roman), with a minimum of 1-inch margins) Please be reminded that this Market Survey is for planning purposes only and shall not be construed as a request for proposal or as an obligation on the part of the FAA to acquire these services. The FAA will not reimburse your organization for any direct, indirect costs or other charges that arise as a result of submission in response to this Market Survey and the FAA�s subsequent use of such information.
