-------------------------------------------------------------------------------------------------------------------- The Defense Health Agency announces a T-5 Preproposal Conference in conjunction with the T-5 Managed Care Support Services RFP.� The T-5 Preproposal Conference will provide technical clarification and solicit interest and partnering opportunities regarding the Defense Health Agency (DHA) T-5 Request for Proposal (RFP) contract requirements. A detailed agenda and presentation materials will be provided via updates to this announcement, prior to the virtual event. This announcement will be updated in the following week with a link for event registration. The T-5 Preproposal Conference will take place on 18 May 2021 from 0700-1400 MDT. The Government will not conduct any separate �one-on-one� meetings with interested parties.� The event will use materials contained in the RFP.� Other materials, if required, will be made available on the registration website. � � ---------------------------------------------------------------------------------------------------------------------- TRICARE is a comprehensive health care program of the Department of Defense (DoD) Military Health System (MHS).� The health care services involved in this acquisition represent a continuing, statutorily defined requirement.� TRICARE health care programs, including the benefit structure and required administrative functions, are codified at Chapter 55 of Title 10, United States Code (U.S.C.), and Title 32, Code of Federal Regulations (CFR) Part 199. T-5 is a full and open competitive source selection, using best value trade-off procedures in accordance with Federal Acquisition Regulation (FAR) 15.3, Source Selection, as supplemented by the Defense Federal Acquisition Regulation Supplement (DFARS) and the DoD Source Selection Procedures (2016). The solicitation will result in award of separate contracts for the East and West regions.� In accordance with the evaluation criteria a separate proposal is required for each region. The T-5 contracts awarded will be a hybrid consisting of Fixed-Priced, Fixed-Price Incentive, Cost Reimbursement, and Award Fee line items.� The T-5 contracts will have a 12-month base period for transition-in, eight�1-year option periods for health care delivery, an 18-month�contract period for transition-out activities (6 months concurrent to the last option period of health care delivery), and a potential 6-month extension of services permitted per FAR Clause 52.217-8, Option to Extend Services, for a potential total period of performance of 10�years. Potential offerors may submit questions by email to�evan.j.zaslow.civ@mail.mil and�marcus.r.webb.civ@mail.mil.� Questions shall be submitted no later than 1200 MDT on 13 July 2021.� Questions received after this deadline but before the proposal due date may only be answered at the discretion of the Contracting Officer.� Answers to all questions received prior to the question deadline will be posted publically via an amendment to the solicitation notice. All responsible sources may submit a proposal in accordance with T-5 RFP Section L instructions.� Proposals are due no later than 1200 MDT on 13 August 2021.
