- � � � � � � � � � � � � � � � � � � � � � � � � � � � � � Notice of Intent to Award Sole Source Contract � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � PICS-1 Continued Support The Library of Congress National Library Service for the Blind and Print Disabled (NLS) requires contract support to perform hosting, technical support, and software development for the Production Information and Control System (PICS) and NLS Integrated Operations Support System (NIOSS) web based data system.� The PICS operates as a combination of client-server and web-enabled systems over the Library of Congress (hereafter referred to as The Library) network.� PICS consists of five major subcomponents: Books, Copy Allotment, Magazines, Quality Assurance, and Messaging.� The Books component is the largest and tracks all books through all stages of the production process.� The Copy Allotment subsystem assigns distribution quantities to each library for each book and allows the libraries to adjust the quantities prior to distribution.� The Magazines component tracks magazine contracts and their cost factors but not the stages of production for each issue to the same level of detail as is done for books.� The Messaging component handles the delivery and movement of Digital Talking Books (DTBs) sent to NLS by producers for quality assurance testing.� The PICS system is comprised of applications that are highly customized and virtually obsolete.� Additionally, the application PICS uses is being run on an obsolete version of Windows and Appeon PowerBuilder server.� The incumbent vendor has operated and maintained PICS over the last 15 years for the Library.� Please refer to the Justification and Approval (J&A) that is posted with this Notice for a diagram of the software used to support the array of functions in the system.� This effort is now referred to as PICS-1 since the Library is in the final development and testing of its replacement system PICS-2.�� The period of performance (PoP) for this procurement is 12 months, 9/1/2021 � 8/31/2022; which provides a base period of 6 months and a total of two (3 month option) periods to allow for implementation of PICS-2 and phase-out of PICS-1. � Please see the posted attachment 1- Redacted J and A, attachment 2- 0901 PICS-NIOSS.Requirements.v1 document, and the attachment 3 Draft Statement of Work (SOW).� Attachment 4 Titled CIO20210212 - Notice of Intent April 13, 2021, it is a full copy of the Notice of Intent to Sole Source with more information then is posted here..�� The Library intents to fulfill this requirement by issuing a sole source contract award to BAE Systems Technology Solutions & Services Inc.� Any firm that wishes to be considered for this requirement and believes that this does not meet the Sole Source criteria must submit a capability statement that demonstrates its ability to meet all the requirements described in the attached draft SOW.� The capability statement must be received no later than 5:00pm EST, April 29, 2021.� The capability statement must not exceed five (5) double-spaced pages and shall include the following information: Company name, DUNS number, address, point of contact, phone number, and e-mail address. Corporate structure (corporation, LLC, sole proprietorship, partnership, limited liability partnership, professional corporation, etc.) References, including name, phone number, and e-mail addresses of individuals who can verify the demonstrated capabilities in the statement and Resumes for key personnel who would work on the contract for those individuals with knowledge and experience relevant to the requirement described in the draft SOW. (Resumes are not counted as the 5-page limit for capability statements.) If other vendors express interest in this award, the Library reserves the right to proceed on a sole source basis if the conditions warrant it. �� Capability packages must be received via email by April 29, 2021 by 5:00 pm EST to bmatsuoka@loc.gov and kyford@loc.gov to be considered.
