Description
The Naval Air Systems Command intends to award a Sole-Source delivery order under Basic Ordering Agreement N00019-17-G-0008, to Rolls Royce, plc, Bristol, England, for a Foreign Object Damage (FOD) Study and Analysis Program pursuant to the authority provided in FAR 6.302-1 ""Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements."" The F402 Pegasus Propulsion System is used in the United States Marine Corps (USMC) AV-8B Aircraft as well as Italian and Spanish AV-8B variants.� Rolls Royce is the original designer, developer and manufacturer of the F402 (AV-8B) series engine and is the only source with the requisite knowledge, experience and technical expertise to continue to provide the required supplies and services.� Rolls Royce is the only source with technical data, facilities and capabilities required to provide the associated system and sustainment support for the F402 (AV-8B) series engine. � Under the proposed delivery order the Contractor shall provide a Foreign Object Damage (FOD) Study and Analysis Program in support of the Pegasus (AV-8) engine and subcomponents (F402-RR-408A and F402-RR-408B) to the Italian Navy.� Contractor provided FOD Studies and Analysis Program services shall include collection, analysis, and reporting of FOD Studies data, FOD awareness briefs, and the development and publication of FOD mitigation concept improvement. �The primary objective is to achieve an anti-FOD program that increases safety of flight and operational readiness of the F402 Pegasus engine by conducting FOD Studies and Analysis to ultimately develop and refine FOD mitigation procedures at Naval Air Station (NAS) Grottaglie, Italy. � Firms interested in subcontracting opportunities may contact Suzanne Mead,�Commercial Manager - USG Contracts. catherine.jenkins@rolls-royce.com. The anticipated period of performance is: 03 August 2021 through 02 August 2022 THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.� However, responsible interested parties may submit a capability statement in which they identify their interest and capability to respond to this requirement.� A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government.� The Government will not pay for any information received.�
