- The US Army Corps of Engineers, Walla Walla District is issuing a solicitation for the services to install temporary fencing (Elk Exclosure), commercial services, prepared in accordance with Federal Acquisition Regulation 12.6. The NAICS code applicable to this acquisition is 238990, with a Small Business Size Standard of $16.5M as determined by 13 CFR 121.104. Competition for this requirement is Set-Aside for small business. Offers received from other than small business offerors will not be considered. When available, the solicitation documents for this project W912EF21Q0073 will be provided via Beta.SAM https://www.beta.sam.gov on or around 13 April 2021. Please do not submit a quote without the solicitation package that will be provided to industry by the Government as specified above. The solicitation will be a Request for Quote (RFQ). The official quotation due date will be contained in the solicitation and any solicitation amendments that may be issued. SCOPE OF WORK The Contractor shall be required to transport fencing materials and install approximately 2,710 lineal feet of fencing, designed to exclude ungulates in moderately steep, vegetated terrain. See Part 4 � Specific Tasks, for further details (will be posted with solicitation).� There will also be a site visit on 28 April 2021 (more info will be posted with solicitation). Period of Performance: General. The performance period of this contract is June 15, 2021, through September 30, 2021; however, the Offeror should note it is the Government�s intent to have this work performed as early within this timeframe as practicable, depending on road access and area conditions. Coordination. Prior to commencing any work activities at the work site, the Contractor shall attend a pre-work meeting with the Contracting Officer�s Representative (COR) and the Project Technical Point of Contact (TPOC). The purpose of this meeting will be to provide technical clarifications, discuss the Contractor�s work plan, and develop the Activity Hazards Analysis (AHA). The Contractor shall coordinate their work schedule with the COR or TPOC. Place of Performance: Site Access. The Grandad Elk Mitigation Area, including the Long Creek Work Center and the installation site, are depicted in Attachment 1 - Maps. The work site location is remote (approximate coordinates 115�54'32.802""W� 46�48'32.09""N). It is approximately 75 road miles (the Contractor should expect at least two hours� drive time) from downtown Orofino. The fence line can be accessed by a full-sized vehicle on the lower side and upper sides, which occurs on the southwestern and southeastern segment of the proposed fence-line. An 8-foot right of way (ROW) has been bladed around the remaining segments of the proposed fence-line. With caution, an ATV or UTV can be driven around the entire proposed fence-line. Site Condition. The area is steep and occurs as an opening within a forested landscape. The area being fenced is an old clear-cut and burn area. The primary vegetation occurring within the area being fenced is grass with a few small trees and shrubs. Offerors should expect that the soil will be rocky, and bedrock may be encountered in some areas. Materials Handling. The Government-provided fencing materials will be stored at the Long Creek Work Center (LCWC), within the Grandad Mitigation Area. The Contractor will be required to transport the materials from the LCWC to the installation site. The LCWC is approximately six and a half road miles from the installation site along 5.3 miles of gravel and 1.1 miles of native surface roads.
