Description
DESCRIPTION OF SERVICES: The Contractor shall provide all management, services, and resources necessary to upgrade the existing access control system located on Seymour Johnson Air Force Base (SJAFB), Freedom One Fitness Center located at 1500 Langley Avenue, Bldg. 4210, Goldsboro, NC 27531. Equipment must be compatible with existing access control system which is the HID pivCLASS. Equipment and service shall be covered by a one-year warranty. Services shall include upgrades to access control system, one work station to include one master server, CCURE software, supplies, card access systems upgrade, control panel upgrade, training, smart card reader compatibility, and associated licenses. All Contractor prepared documentation shall be made available to the Government upon request, unless otherwise noted. Electronic versions of documents provided must be compatible with the latest Microsoft Office software programs. Contractor shall establish and maintain accessible email as a means of transferring electronic correspondence promptly. Items stored, inventoried, and maintained on site must be approved by the Government. MAINTENANCE: The Contractor shall maintain upgraded components and CCURE programming for access systems to standards outlined in IAW Director of Central Intelligence Directive (DCID) 6/9, AFI 31-101, and manufacturer�s instructions. The Contractor shall perform repairs, preventative maintenance, scheduled maintenance, or unscheduled maintenance IAW the terms of this performance Work Statement (PWS), IAW manufacture specification, or when notified by the Contracting Officer Representative (COR). The Contractor shall perform repairs to return an existing system or component to full operating condition. The Contractor shall document discrepancies and corrective action(s) taken to correct the discrepancies. This information shall be made available to the COR within three (3) working days. When requested by the Government, the Contractor shall provide equipment hookup to the existing monitoring system, startup and/or shut down, service outage for restoration, or other similar work resulting from modifications to a building or system.� All maintenance must be completed during normal duty hours which are 8:00 am to 5 pm, Monday � Friday, except Federal Holidays. �If discrepancy requires more than one (1) day correcting, the Contractor shall notify the COR and provide recommendations, estimated completion date/time to correct the discrepancy. WARRANTY MAINTENANCE: For the first year, Contractor shall provide all parts and labor to maintain the system�s serviceability. The Contractor shall notify the COR, the facility manager, or the Contracting Officer prior to and following completion of performing preventive maintenance on installed intrusion detection alarm systems. The anticipated PM schedule date shall be submitted in writing to the COR and the Contracting Officer at least 30 days prior to the scheduled performance. Documentation identifying the results of the PM shall be made available to the Government upon completion. Contractor shall submit warranty information of parts installed, to include initial and expiration dates to the COR. PREVENTATIVE MAINTENANCE (PM) OPTIONS: If the Government exercises the options for years two (2) through five (5): The Contractor shall perform recurring monthly preventative maintenance of security alarm systems IAW DCID 6/9, AFI 31-101 and manufacturer specifications. The Contractor shall notify the COR, the facility manager, or the Contracting Officer prior to and following completion of performing preventive maintenance on installed intrusion detection alarm systems. The anticipated PM schedule date shall be submitted in writing to the COR and the Contracting Officer at least 30 days prior to the scheduled performance. Documentation identifying the results of the PM shall be made available to the Government upon completion. REIMBURSABLE PARTS: The Contractor shall be responsible for procuring all required repair and replacement parts. If part replacement falls under initial warranty, Contractor shall be responsible for costs. If part replacement falls outside of initial warranty, parts will be reimbursable by the Government at cost. Prior to the purchase of parts, the contractor shall notify the COR, or the Contracting Officer, for approval. For the purpose of such reimbursements, a copy of the supplier�s original invoice shall be attached to the request for reimbursement and submitted to the Contracting Officer and COR. The Contractor shall seek competitive price quotations prior to purchasing replacement parts with an estimated value of $500 or more. Documentation of evidence to obtain competitive pricing shall be submitted with requests for reimbursement. An example of evidence is price quotations from two, preferably three, offers. If a system or component has deteriorated as a result of normal wear and tear or because of age to the point that it cannot be repaired and the purchase of a new unit is necessary, its replacement may be charged as a reimbursable part.
