Description
THIS IS A COMBINED SYNOPSIS/SOLICITAITON (The Purpose of this amendment is to extend the closing date of the solicitation to October 5, 2020 @1:00 PM EDT) (The purpose of this amendment is to respond to vendors questions and answers for Software Training (SFT) solicitation M00263-20-R-1001 and amend the PWS section C.6.1 last paragraph second to the last sentence.) The Regional Contracting Office, Marine Corps Recruit Depot- Parris Island, SC intends to solicit and award a Firm Fixed Price Contract for Solicitation number M00263-20-R-1001 Sales Forces Training Materials and Services.� In addition, this contract will be a single Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contract with a five (5) year ordering period. (1) The Government intends to award without discussions, but reserves the right to conduct discussions, if the Contracting Officer determines that discussions are necessary.� Offerors are cautioned to examine this solicitation in its entirety and to ensure that their proposal contains all necessary information, provides all required documentation, and is complete in all respects. (2) Use of general or vague statements such as �standard procedures will be used� will not satisfy this requirement.� Unnecessary elaboration or presentations beyond what is sufficient to present a complete and effective solution are not desired and may be construed as a lack of understanding of the requirement for commercial items prepared in accordance with the format in FAR Subpart 15.101-1, as supplemented with additional information included in this notice.� This announcement constitutes the only solicitation:� quotes are being requested and a written solicitation will not be issued. Solicitation number M00263-20-R-1001 is issued as a Request for Proposals (RFP) including Six (6) attachments using the commercial procedures in accordance with FAR Parts 12 and 15. The Source Selection procedures are in accordance with FAR Part 15 Contracting by Negotiations. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-06 and DFARS Publication 20200605. This solicitation is issued for 100% total small business set-aside.� The North American Industrial Classification System (NAICS) code for this requirement is 611430, with a size standard of $12,000.000 million. All applicable Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) provisions and clauses are contained in SF 1449 M00263-20-R-1001 attached to this synopsis. Offerors responding to this announcement shall submit their quotes in accordance with FAR Part 12 and additional instructions, conditions, and notices to offerors provided in Section L of the attached SF1449. The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition and its addendum provision.� In accordance with FAR Parts 12 and 15, the Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.� The Government intends to award a contract to the offeror whose proposal offers the best value to the Government. The Government will execute the evaluation using the Best Value Tradeoff process, as defined in FAR 15.101-1. Proposals will be evaluated using FAR 15- Contracting by Negotiations, including a Tradeoff process between price and non-price factors.� The Government intends to evaluate proposals and award a contract without discussions with Offerors. However, the Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. If the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals. Proposals will be assessed for how well the offeror�s proposal meets the solicitation requirements and the risks associated with the offeror�s approach. The following factors shall be used to evaluate offers: Factor 1 Technical Capability Factor 2 Past Performance Factor 3 Price The non-price evaluation factors (Factors 1 and 2) are listed in descending order of importance. Both non-price factors when combined are significantly more important than Factor 3 � Price. Factor 3- Price becomes increasingly more important when Offerors receive similar ratings for the non-price factors. Prospective Offerors are forewarned that a proposal meeting solicitation requirements with the lowest evaluated price may not be selected for award if a higher rated evaluated price proposal is determined to be most advantageous to the Government. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer.� Clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition.� All other additional contract requirement for this acquisition can be found in the attached SF 1449. The Government will answer questions received up to ten (10) days after release of the solicitation and will provide responses to interested parties via an amendment to the solicitation.� Questions received after that time may not be answered.� Additional information is provided in the SF1449.
