Description

The Federal Bureau of Prisons, Field Acquisition Office, Grand Prairie, Texas, intends to solicit for the provision of a Lead-Cosmetology Instructor services for the federal offenders incarcerated at the Federal Prison Camp Alderson located in Alderson, West Virginia. The contract type is an indefinite delivery/requirements contract with firm-fixed unit prices. The contract period shall consist of a base period from date of award through 12 months, four one-year options and possible six month extension for renewal at the discretion of the government. The North American Industrial Classification (NAICS) code is 611511, with a small business size standard of $8 million.� This solicitation is set aside for small business. The estimated quantities for the base year and each option year are 1500 sessions per year, and 750 sessions for six month extension. A session is defined as an hour. The successful contractor must hold and maintain a current Certification as an Instructor issued by the West Virginia State Board of Barbers and Cosmetologists. Teaching experience is preferred, although not required. (Contractor must provide documentation with offer.) Contractor is required to provide a curriculum/course outline of class learning experiences. Completion criteria will follow established standards in this field. The contractor will coordinate learning opportunities with daily live work as much as possible. The contractor is required to attend all training by the Bureau of Prisons for contract workers. The contractor will not be permitted to attend institution meetings, staff recalls or Government training sessions for institution staff on contract time or as consideration of the contract. The contractor may attend team meetings, education departmental meetings or other meetings, relating to the services to be provided by the terms of the contract, to update staff on the progress of inmate students. All required training will be paid on a per session basis. The solicitation will be made available on or about April 13, 2021 and will be distributed solely through the Federal Business Opportunities website at www.Beta.Sam.gov. Hard copies of the solicitation will not be available. All future information concerning this acquisition, including solicitation and amendments, will be distributed solely through this website.
