Description
Modification #9 Question:� 52.212-1 (j), Unique entity identifier (UEI) However, the GSA has posted a notice (PDF attached) entitled �Unique Entity Identifier Update:� Government Transition from DUNS Number to New Unique Entity Identifier Extended,� which states that the UEI transition date has shifted from December 2020 to April 2022. QUESTION:� We would appreciate clarification.� Due to this extension from the GSA, is the Government accepting DUNS numbers in lieu of a UEI?� Answer:� �The UEI is not necessary at this time. Question:� 52.211-16 Variation in Quantity, is provided in a generic form (nothing filled in by CO) on page 6. ��� QUESTION: �Does the Government require this clause to be placed in our proposal, as-is, following our completed 52.212-3�Offeror �Representations and Certifications�Commercial Items Answer:� � This clause 52.211-16 is not required. Modification #8 Question:� Where is the site located?� Answer:� The location is a couple miles from the entry gate.� It is off of a dirt road. Question:� What are the conditions at the location of delivery? Trying to figure out logistics. Is the Ground Dirt, Gravel, Grass?� �Answer:� Surrounding area is dirt, gravel and grass. Question:� Is there enough room to turn around a semi? Answer:� Heavy equipment uses the area next to where the containers will be put.� There is a turnaround loop but there may be some backing up required to get the containers close enough. Modification #7 Having reviewed the solicitation, including the attachments and the information in Mods #1-6, I respectfully submit the following requests for clarification: Question:� Ref: CLIN 3,� and Modification #6 questions 12 and 13 :� please confirm if the required �stairway with landing�� refers to a single (straight) flight of steel stairs nom. 9ft tall, with (OSHA compliant) railings appropriate for landings at top and bottom of stairs, or if the requirement is for a stairway configured as two flights with a landing midway between floors nom. 9ft total height (e.g. �switchback stairs�) with OSHA compliant railings around the opening on second floor and the two stair flights and center landing. Answer:� Single straight flight of steel stairs inside of the structure with OSHA compliant railings. Question:� Ref CLIN 3: please confirm that the USAF requires a total of 4 breachable exterior doors (assumed 2 per container on lower level only), and a total of 8 windows with shutters (2 per container). Answer:� Correct, on 2x2 structure, four doors will be on first floor only with two doors per side. Windows will be two per container on exterior facing walls. Question:� Ref Modification # 5 Questions 1 & 2 �:� is the contractor required to supply padlocks for all breach doors, or if these will be furnished by the government. Answer:� Doors need to be padlockable, contractor does not need to supply packlock. Question:� Ref Modification #6 Question 6 : �does the government want all of the freight doors operable and exposed?� Or should the freight doors on second story of the 2x2 block be welded closed? Answer:� Leave all freight doors operable.� Second floor can�t be opened from inside. Question:� Ref CLIN 3: please confirm that the USAF requires one �pass through�� min 32� - max 48� (wide) x 80� (high) on each level of the 2x2 block? Answer: USAF requires two pass throughs per level totaling four, one toward each end. Modification #6 Question: Modification 2 question 3 references a gravel base to be installed for the containers.� Who is responsible for the gravel base?� Answer: The Air Force Base is responsible for the gravel base and will have it installed prior to container arrival. Question: The solicitation list the following requirement �Each container painted ply panel interior per trainer�. �Does this mean the interior will be plywood floors, walls and ceilings painted? Answer:� �Yes there needs to be an even ply floor however the walls and ceilings do not need to be ply, those just be primed & painted.� Question: Can you please provide a basis of design or specification for the breachable door?� Breachable doors range from $500 to $10,000.00.� We are concerned that without clarification, responses will vary. Answer:� See pictures. Steel door and frame.� Current doors use a mechanism that makes it breachable/multi use. Question:� The solicitation calls for new 40� containers.� As the United States imports much more than we export, new containers are rare and very expensive.� Will the government accept single use containers? Answer: Containers may be single use however must appear to be in new condition. (no damage and rust free. As containers will be stacked and used by personnel structural integrity is required.) Question:� What height containers are required?� Answer: Containers are available 8�6� and 9�6� high.� 8�6� Question:� Can the container doors remain on he container, and if so, should they be welded shut?� Answer:� Container doors will be used, let them remain functional. Question:� Do the container complexes need to be water tight at the roof, side walls and between floors? Answer: Yes. New England gets all weather types and training happens during all weather. Weather proofing specified under last line of each container setup requirement. In between containers do not need to be water tight with the exception of the pass through and stair connections. Question:� The solicitation calls for windows and shutters.� Shall the awarded contractor provide actual glass windows and sliding steel shutters, or just sliding steel shutters.� Answer:� See photo No glass is required, just sliding steel shutters. Question: Solicitation calls for ��40� moveable partition system for each container.�� Please explain what this means.� Answer:� See picture. Inside the container needs to be able to move 4�x8� walls to create (appearance of new building setup).� Additionally dead ends can be made. Question:� Solicitation calls for ��4ea partition 4�w x 8� h (2ea per container)�� Please explain what this means. Answer:� See answer for #9. These partitions work with the system. Question:� What size shall the passthroughs be between containers?� �Pass thru as necessary to each container.� Answer: Pass through will be at least the size of one interior door 32�Wx80�H, not to exceed 48� in width. Question: The solicitation calls for 1 set of stairs with landing.� What material shall the stair system be?� Aluminum, Steel, wood? Answer:� Stairs will be internal and steel. Question:� Do the railings for the stair system need balusters, or will OSHA standard railings suffice?� �Answer: See Photo. OSHA railings. Question: Solicitation calls for �1 floor cache 2� x 5��� Please explain what this is. Answer:� A 2�x5� false floor is needed for this container.� It is for training to hide items and will need to be searched.� The depth will be from the ply floor to the container bottom. Modification #5� � Questions and Answers: Question 1:� Do the Padlockable, exterior doors need to be keyed?� Answer:� No a combination padlock is acceptable, preferably ones we can change the combination. Question 2: Should the padlockable doors be steel? Answer: Yes they will be steel, they need to be breachable and multi-use. Question 3:� In the �Requirements� at �e�, each of the configurations/trainers states �40� moveable partition system for each container�. Does �f� in the requirements (�4�w x 8� h (2ea per container)�) constitute the above �40� moveable partition system�?. Answer:� Yes e and f reference the same partition system just different parts.� The 40� partition system (e) is the track that holds the movable walls (f).� The moveable walls need to be 4�x8� and two per container.� The purpose is so we can change the layout to create the feel of a new building. Move walls or make a dead end in the middle of the container. Question 4:��Do the partitions need to be on lockable casters or on a stationary metal stand of some kind? A stand or a recessed track into the floor (preferable) of some kind.� Answer:� We will have people moving through the building rapidly, castors will create a tripping hazard.� If they need to see a picture of what we currently have, I can get a picture. Modification #4 Question and Answer: Question� Will each container configuration/trainer need to be anchored in to the ground beneath the gravel? Answer:� They do not need to be anchored to the ground, just to one another per the set up.� So the pass through is able to stay sealed and the containers don't shift and un-align. Modification #3� Questions and Answers Question --Please advise in which quantity you will be need for below Items. CLIN0002 � 1 each � 40 Foot T Shaped metal shipping containers Quantity of (1) 40� �T� shape setup. �2 new 40� containers interior/exterior primed, painted?�With pass-through and other requirements. Answer: There will be one T shape setup. Question CLIN0003 - 1 each- 40 Foot 2x2 Block Set up Metal Shipping container Quantity of�� (1) 40ft 2X2 Block setup.� 4 new 40� containers interior/exterior primed, painted? With pass-through, stairs and other requirements. Answer:� There will be one 2x2 block setup. Total count of 40� containers is 10? Ans: Yes a total of 10, 40� containers are required.� This above questions are missing the two L shape setups which require two 40� containers each which is the missing four. Modification #2 Questions and Answers: Questions: What is meant by the term �trainer� in the Requirements? Each 40� container unit?� Answer:� I tried to go away from the term trainer as it had been used by a few other individuals.� I may have missed one I would need to know the context.� It us usually referenced as an entire building setup but can�t be sure without the sentence. The Requirements mention the 2X2 Block requires connectors, but do any or all of the configurations require anchoring?� Answer:� Yes the containers need to be connected and secured to eachother.� They will not just be placed on top of one another.� Additionally if they are not anchored as the ground settles the weather proofing will probably fail. Upon what surface will the Container Village be placed?� Answer:� We have a ground prep document, it will be level ground and 4� of gravel. The Requirements state this to be a turnkey procurement, shipped and installed. To confirm, will any base lift/equipment/personnel �be available for contractor use?� Answer:� No base equipment will be available for install or use.� Contractor will need to provide/rent trucks, crane or any other equipment needed. Each container painted ply panel interior per trainer. 4 3� x 6�8� breachable exterior doors per trainer (padlockable). 8 sliding shutter window 3� x 3� per trainer (lockable from inside). 40� moveable partition system for each container. 8 partition 4�w x 8� h (2ea per container). Pass thru as necessary to each container. 1 Interior stair with landing. 1 floor cache 2� x 5� All necessary connectors are requirements for install and weather proofing. CLIN0004 � 1 each freight delivery and Installation, fees� The product and pricing will reflect the cost to have the containers shipped and fully installed (turnkey). Four building setups will be purchased. 2-40� L-shaped, 1-40� T-shaped, and 1-2x2 40� shaped stacked. Please see attached container design slides for additional viewing. Total count of 40� containers is 10. Containers will be (NEW) standard 40� shipping containers of 14 gauge steel construction with corrugated walls. Painted Desert sand. Windows will be lockable from inside to prevent outside entry.
