SOURCES SOUGHT NOTICE Solicitation Number: 75N95021Q00144 Title:� Service and Maintenance Agreement for Agilent Bravo Liquid Handler for NCATS Classification Code:� J066 NAICS Code:� 811219 - Other Electronic and Precision Equipment Repair and Maintenance. � � � � � � � � � � � � Dollars or Number of Employees: $22 million Description:� This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. This notice is issued to help determine the availability of qualified companies technically capable of meeting the Government requirement and to determine the method of acquisition.� It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract.� Responses will not be considered as proposals or quotes.� No award will be made as a result of this notice.� The Government will NOT be responsible for any costs incurred by the respondents to this notice.� This notice is strictly for research and information purposes only. Background:� With the successful development and set up of the Mass Spectrometry laboratory within the Analytical Chemistry group, chemists have greatly expanded analytical capabilities at NCATS. We currently maintain and operate five high resolution mass spectrometers, which include a RapidFire 360-QQQ 6470 high-throughput sampling system and an Orbitrap Fusion Lumos Tribrid Mass Spectrometer. Current mass spectrometry (MS) capabilities include high-throughput MS sample analysis, peptide and protein analysis (top-down and bottom-up), post-translational modifications analysis, multiple reaction monitoring (MRM), deep sequence proteomics, metabolomics, and ultra-high resolution analysis of small molecules. This has allowed us to establish collaborations for numerous ongoing projects at DPI where our involvement includes assay development, methods optimization, mass spectroscopy experimentation, and data analysis. To date, the analytical chemistry group has received collaborative requests from the Biology and Chemistry groups within both NCGC and TRND, as well as from Tox21, DMPK, ADST, and external collaborators. From these requests, we have successfully completed method development and conducted compound screens for the KDM5 and Wip1 projects with manuscripts being prepared for journal submission. To help maintain and ensure the functionality of the Bravo platform, we have a need for a service contract (LSCA Velocity 11) from Agilent Technologies. These services will entail preventative maintenance of the Bravo platform, specifically the maintenance of various parts of this platform listed below. Purpose and Objectives: The National Center for Advancing Translational Sciences (NCATS) Analytical Chemistry Core (ACC) requires an annual service and maintenance agreement for a Agilent Bravo Liquid Handler platform used by NCATS analytical chemists. To ensure that research data remains standardized across the NCATS Chemistry Section, only Original Equipment Manufacturer (OEM) service and parts are acceptable to meet the needs of this requirement. Specifically, the NCATS Analytical Chemistry Core requires a service agreement that includes the instrumentation under Specific Requirements. Project requirements: This requirement is a Agilent CrossLab Velocity11/CrossLab Silver Service and maintenance contract, which includes one annual preventative maintenance (PM) for the Agilent Bravo liquid handler platform. 1. The components and software covered under this contract are as follows: � � �a. SG17340032 - Model 11961-311; CROSSLAB VELOCITY11 SERVICES � � �b. SG1739N003 - Model G5058A-96, AssayMAP Head; CROSSLAB SILVER W/SW � � �c. SG1740P002 - Model G5406B, Pump module, universal voltage; CROSSLAB SILVER W/SW � � �d. SG1740B004 - Model G5563A, Bravo Liquid Handler Bundle WTY TKG; CROSSLAB SILVER W/SW � � �e. SG17420044 - Model G5431B, Bravo Orbital Shaking Station; CROSSLAB VELOCITY11 SERVICES � � �f. SG1752N001 - Model G5056A-384, Channel Disposable Tip Head; ST CROSSLAB SILVER W/SW � � �g. SG17420044 - Model G5431B, Bravo Orbital Shaking Station; CROSSLAB MAINTENANCE SERVICES 2. The Contractor shall perform one (1) preventive maintenance on-site inspection during each twelve-month period. Each inspection will evaluate all items list in requirements #1 and provide calibrations, alignments, lubrication and parts replacement as necessary to ensure its operation is substantially in accordance with the published technical specifications for components. All preventive maintenance performed must adhere to the OEM�s specifications and custom products manual. 3. All parts and accessories used must be Agilent Original Equipment Manufacturer (OEM) parts or accessories. This is necessary to ensure continuance of equipment warranty and standardization of research data. 4. All PM work and all service work must be completed by an Agilent factory trained engineer. This is necessary to ensure continuance of equipment warranty and standardization of research data. 5. All charges to ship replacement or repaired equipment to the customer, or charges for the return of equipment must be covered. 6. The Contractor shall provide unlimited technical support (by telephone and/or email) and remote diagnostics support at no additional cost to the Government. If remote diagnostics is unable to resolve Agilent Bravo liquid handler platform-related issue, the Contractor shall provide an OEM certified, trained service provider(s) on a priority response basis to perform on-site repairs of the Agilent Bravo liquid handler platform within 72 hours of dispatch. Anticipated period of performance: Base Period: 12-months Option Period 1 (Year 2) - 12-months Option Period 2 (Year 3) - 12-months Option Period 3 (Year 4) - 12-months Place of Performance: The place of performance shall be: 9800 Medical Center Dr Bldg B Rockville, MD 20850 Other important considerations: Independently and not as an agent of the Government, the Contractor shall furnish all the necessary services, qualified personnel, material, equipment, and facilities, not otherwise provided by the Government as needed to perform the work mentioned above. Capability statement /information sought. Respondents must provide clear and convincing documentation of their capability of providing the services specified in this notice. Also, information must be provided in sufficient details of the respondents� (a) staff expertise, including their availability, experience, formal and other training; (b) current in-house capability to perform the work; (c) prior completed projects of similar nature; (d) corporate experience and other management capability; and (e) examples of prior completed Government contracts, references, and other related information. The respondent must also provide their� DUNS number, organization name, address, point of contact, and size and type of business (e.g., 8(a), HubZone, etc., pursuant to the applicable NAICS code and any other information that may be helpful in developing or finalizing the acquisition requirements. One (1) copy of the response is required and must be in Microsoft Word or Adobe PDF format using 11-point or 12-point font, 8-1/2� x 11� paper size, with 1� top, bottom, left and right margins, and with single or double spacing. The information submitted must be must be in and outline format that addresses each of the elements of the project requirement and in the capability statement /information sought paragraphs stated herein.� A cover page and an executive summary may be included but is not required. The response is limited to ten (10) page limit.� The 10-page limit does not include the cover page, executive summary, or references, if requested. The response must include the respondents� technical and administrative points of contact, including names, titles, addresses, telephone and fax numbers, and e-mail addresses. All responses to this notice must be submitted electronically to the Contract Specialist and Contracting Officer.� Facsimile responses are NOT accepted.
