- Purpose This sources sought notice is in support of the N00024-21-R-2225 for the procurement for a Foreign Military Sales (FMS) customer of 41ft Patrol Boats (PBs). �The FMS PBs procurement will be for three (3) boats with brand name specific components. This boat shall be built to commercial standards and practices using Government specified requirements. While the sole-source procurement of the craft has been approved per 10 U.S.C. 2304(c)(4), the following brand name items to include related subcomponents and licenses are also required: Motorola APX 7000XE P25 (brand name) portable radio with charger, quantity one (1) per boat; Rohde & Schwarz MR3000P and MR 3000H (brand name) for HF/VHF tactical radios, quantity one (1) per boat � The following brand name items are of a critical nature and do not have an equivalent product: Motorola APX (brand name) portable radio with charger, quantity one (1) per boat; Rohde & Schwarz MR3000P and MR 3000H �(brand name) for HF/VHF tactical radios, quantity one (1) of each per boat � Detailed rationale for the brand names requested are based upon the following justifications: The use of the brand name equipment is essential to achieve a final product that will be fully interoperable with the equipment and features of the PBs previously provided to the FMS customer. The rationale for this requirement is to keep the specifications with performance requirements (brand name) to what is currently utilized on the FMS customer�s in-service fleet. Changes to these items could result in substantial duplication of cost that is not expected to be recovered through competition and degradation of the allied nation�s ability support national security requirements. The following describes examples where maintaining commonality of these components/systems provides substantial cost savings to the Government: Major attributes of form, fit, function, interface, weight, and/or material to achieve a specific performance of the system within which it is used, and the boat as a whole. The following descriptions may apply: The item requires a form and fit that is integral with the installation on board. Output capacity of the item is unique and does not interoperate with other equipment. � The specified item is one with established and extensive logistic support. Logistic support includes, as applicable: maintenance planning and analysis; training and training support, including training equipment, curricula, and instruction materials; supply support; support equipment such as special tools and test equipment; technical documentation including technical manuals, Product Technical Description (PTD), Planned Maintenance System (PMS), Technical Repair Standards (TRS), and software documentation; computer resource support; facilities for maintenance and training; unique packaging, handling, storage, and transportation requirements; and human engineering considerations. The specified item has either passed, is in the process of, or is planned for Cyber Security validation. Cyber Security requirements for boats and craft are outlined in Ser 05D/193 INITIAL EFFORTS FOR CYBERSECURITY FOR BOATS, COMBATANT CRAFT, SEABORNE TARGETS AND SERVICE CRAFT. The specified item has undergone testing for qualification/validation including Radiation Hazard testing at the expense of the Government. The specified item is a spectrum dependent (SD) system common to existing platforms deployed worldwide which require certification of spectrum support to operate. Spectrum supportability requirements for boats and craft are outlined in Ser 05D/195 SPECTRUM SUPPORTABILITY REQUIREMENTS FOR BOATS, COMBATANT CRAFT, SEABORNE TARGETS AND SERVICE CRAFT. The below paragraphs describe the applicable justifications for each component or system and additional references, system descriptions, and boat interfaces for items that are required to be brand name (or equal). The communication systems integrate with the craft system. It has established logistics including an extensive training requirements and re-certification requirements for proper fleet usage; and is common with the existing fleet of FMS customer�s 41 ft PBs.
