- DESCRIPTION OF SERVICES INTRODUCTION: This is a non-personal services contract to provide Giant Voice/Emergency Broadcast System (hereafter known as �Giant Voice�) maintenance for the Buckley AFB Giant Voice system. The Government shall not exercise any supervision or control over the contract service providers performing the services herein.� Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. SCOPE OF WORK:� The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Giant Voice maintenance as defined in this Performance Work Statement.� The Contractor shall perform to the standards in this contract. CONTRACTOR�S POINT OF CONTACT:� The representative shall be responsible for the overall management and coordination of the contract and shall have full authority to act for the Contractor on all matters relating to the daily operations of this contract. HOURS OF OPERATION:� The Contractor is responsible for performing services on the Buckley Air Force Base Giant Voice system, between the hours of 7:30am through 4:30pm MST, Monday through Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings.� The Contractor will not be reimbursed when the Government facility is closed for the above reasons.� The Contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons.� Recognized Holidays: Be aware that on the following Federal holidays listed below the contractor may be required to respond to emergency calls: New Year�s Day������������������������������������������ Labor Day Martin Luther King Jr.�s Birthday�������������� Columbus Day President�s Day������������������������������������������� Veteran�s Day Memorial Day��������������������������������������������� Thanksgiving Day Independence Day�������������������������������������� Christmas Day PERFORMANCE:� The below are the minimum performance requirements for Contractor: Basic Services:� The Contractor shall provide non-personal services including all management, supervision, transportation, tools, rentals, and labor necessary to maintain Giant Voice: The BAFB Giant Voice System includes a Weather Warn/Rapid Warning Computer Operating System, and a (unknown brand) VHF two-way radio located in building 1030 Buckley Installation Control Center (primary BICC), a Weather Warn/Rapid Warning Computer Operating System, and a Motorola VHF two-way radio located in building 429 (alternate BICC), and one Giant Voice UHF omni-directional antenna located on each respective roof.� BAFB system also includes six Giant Voice towers: four towers include Whelen WPS-2900 Type II Cabinets with 3 to 5 cell heads (mixed solar/AC power), one with a Whelen WPS-2800 Type II Cabinet with 3 cell head (solar), and one with a Whelen WPS-2900 Type II Cabinet with 2 WPS4004 heads (solar). The Contractor shall maintain Giant Voice System so that it operates within manufacturer specifications and broadcasts the emergency tones/warnings, voice announcements, noon test and music (Reveille, Retreat/National Anthem, and Taps) throughout Buckley Air Force Base. Music shall be programmed to automatically play at the following days/times: Reveille������������������������������������������ 7:30am MST�������������� Monday through Friday Retreat & National Anthem����������� 5:00pm MST�������������� Monday through Friday Taps����������������������������������������������� 10:00pm MST������������ Monday through Friday Preventative Maintenance Inspections (PMI): 1.5.5.1 Semiannual PMI�s:� The Contractor shall complete two (2) comprehensive PMI�s per year (semiannually).� Semiannual PMI�s shall be accomplished in accordance with the appropriate equipment manufacturer�s manual.� Semiannual PMI�s shall include at a minimum visual siren station physical inspection, siren cabinet and components inspection, speaker assembly and pole top equipment inspection, station performance testing, radio forward/reflected power readings and tower signal to noise readings as identified in the manufacturer�s manual.� Semiannual PMI�s shall be conducted from both the primary and alternate locations and include all towers. All and any unmanned aerial vehicles (UAV), drones, or any other types of remotely piloted vehicle air craft are strictly prohibited on Buckley Air Force Base. ���������������������������������������������������������������������������������������������������������������������������� The Contractor shall coordinate 48 hours in advance for all maintenance/PMI�s with the 460 SW Buckley Installation Control Center (BICC) and the COR prior to performing any work. The Contractor shall submit an inspection report to the COR documenting the completion of the semiannual and monthly PMI�s within 48 hours of completion.� Inspection reports will show detailed results of the semiannual and monthly PMI�s reflecting the operational status of Giant Voice. Preferred method of submitting reports is via email to the COR. The Contractor is responsible for identifying, to the COR, any worn or defective parts which require repair or replacement in accordance with this PWS. The Contractor shall respond within a four (4) hour time period from time of notification during normal business hours (except federal holidays) to all service calls.� All requests for maintenance will be initiated by the COR. The Contractor shall submit to the COR an initial status report within 24 hours of notification of all service calls.� The Contractor shall submit daily status reports to the COR for all service calls that require on-going troubleshooting.� Status reports shall be dated and shall include equipment worked on, troubleshooting results, proposed solution, and an itemized list of parts that need to be replaced if known. Preferred method of submitting reports is via email to the COR. The Contractor shall complete all repairs within five (5) days of receipt of parts. The Contractor shall complete a service report for each item serviced and submit to the COR within 48 hours after completion of any service performed.� The service report can be submitted via email.� The service report shall include date service completed, model and serial number of equipment worked on/replaced, nomenclature, location, specific repairs accomplished, itemization of all parts replaced and unit price(s). 1.6������ Quality Assurance:� The Government shall evaluate the Contractor�s performance under this contract in accordance with the Performance Requirements Summary (PRS).� This PRS is primarily focused on what the Government must do to ensure that the Contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s). ������ SECTION II Contractor Furnished Property and Services CONTRACTOR FURNISHED PROPERTY AND SERVICES.� The Contractor shall be responsible at their expense for the purchase or lease of all equipment, supplies and services/labor required to perform work under this contract. Any additional equipment required for performance under this PWS shall be obtained at the contractors� expense and covered under CLIN 0001 (1001, 2001, 3001 and 4001 for option years).� This includes but is not limited to tools, equipment, lifts, hoist or any other specialty type items required. SECTION III GENERAL INFORMATION CONTRACT MANAGER.� The Contractor shall provide a point of contact that shall be responsible for the performance of the work.� The point of contact shall have full authority to act for the Contractor on all matters relating to the daily operation of this contract. �The point of contact shall be available via telephone:� Monday through Friday, 7:30 am until 4:30 pm, MST, excluding Federal holidays.� The Contractor shall designate this individual in writing to the Contracting Officer before the contract start date.� An alternate may be designated, but the Contractor shall identify those times when the alternate shall be the primary point of contact. Post Award Conference/Periodic Progress Meetings:� The Contractor agrees to attend any post award conference convened by the contracting activity or contract administration office in accordance with Federal Acquisition Regulation Subpart 42.5. The CO, COR, and other Government personnel, as appropriate, may meet periodically with the Contractor to review the Contractor's performance.� At these meetings the CO will apprise the Contractor of how the Government views the Contractor's performance and the Contractor will apprise the Government of problems, if any, being experienced.� Appropriate action shall be taken to resolve outstanding issues.� These meetings shall be at no additional cost to the Government. Data Rights:� The Government has unlimited rights to all documents/material produced under this contract.� All documents and materials, to include the source codes of any software, produced under this contract shall be Government owned and are the property of the Government with all rights and privileges of ownership/copyright belonging exclusively to the Government.� These documents and materials may not be used or sold by the Contractor without written permission from the CO.� All materials supplied to the Government shall be the sole property of the Government and may not be used for any other purpose.� This right does not abrogate any other government rights. Organizational Conflict of Interest (OCI):� Contractor and subcontractor personnel performing work under this contract may receive, have access to or participate in the development of proprietary or source selection information (e.g., cost or pricing information, budget information or analyses, specifications or work statements, etc.) or perform evaluation services which may create a current or subsequent OCI as defined in FAR Subpart 9.5.� The Contractor shall notify the CO immediately whenever it becomes aware that such access or participation may result in any actual or potential OCI and shall promptly submit a plan to the CO to avoid or mitigate any such OCI.� The Contractor�s mitigation plan will be determined to be acceptable solely at the discretion of the CO and in the event the CO unilaterally determines that any such OCI cannot be satisfactorily avoided or mitigated, the CO may affect other remedies as he or she deems necessary, including prohibiting the Contractor from participation in subsequent contracted requirements which may be affected by the OCI. Physical Security:� The Contractor shall safeguard all Government property, including controlled forms provided for Contractor use.� At the close of each work period, Government equipment, facilities, and other valuable materials shall be secured. Traffic Laws:� The Contractor shall comply with the installation traffic code under the applicable state�s laws where the military installation is located (i.e. Colorado).� Also, Buckley AFB has a hands free cell phone usage while driving on the base. Reporting Suspicious Events:� Contractor personnel shall report to 460 Security Forces Squadron at 720-847-9250 any information or circumstances of which they are aware may pose a threat to the security of DoD personnel, Contractor personnel, resources, and classified or unclassified defense information. Weapons, Firearms and Ammunition:� Contractor personnel are prohibited from possessing weapons, firearms, or ammunition, on themselves or within their Contractor-owned vehicle or privately-owned vehicle while on Buckley AFB. Keys:� The Contractor shall establish and implement methods of making sure all keys/key cards issued to the Contractor by the Government are not lost or misplaced and are not used by unauthorized persons.� NOTE: All references to keys include key cards.� No keys issued to the Contractor by the Government shall be duplicated.� The Contractor shall develop procedures covering key control that shall be included in the Quality Control Plan.� Such procedures shall include turn-in of any issued keys by personnel who no longer require access to locked areas.� The Contractor shall immediately report any occurrences of lost or duplicate keys/key cards to the Contracting Officer. In the event keys, other than master keys, are lost or duplicated, the Contractor shall, upon direction of the Contracting Officer, re-key or replace the affected lock or locks; however, the Government, at its option, may replace the affected lock or locks or perform re-keying.� When the replacement of locks or re-keying is performed by the Government, the total cost of re-keying or the replacement of the lock or locks shall be deducted from the monthly payment due the Contractor.� In the event a master key is lost or duplicated, all locks and keys for that system shall be replaced by the Government and the total cost deducted from the monthly payment due the Contractor. The Contractor shall prohibit the use of Government issued keys/key cards by any persons other than the Contractor�s employees.� The Contractor shall prohibit the opening of locked areas by Contractor employees to permit entrance of persons other than Contractor employees engaged in the performance of assigned work in those areas, or personnel authorized entrance by the Contracting Officer. Appendix 1 Performance Requirements Summary The contractor service requirements are summarized into performance objectives that relate directly to mission essential items.� The performance threshold briefly describes the minimum acceptable levels of service required for each requirement.� These thresholds are critical to mission success.
