- N0016421SNB58 - REQUEST FOR INFORMATION (RFI)/SOURCES SOUGHT � LINEAR SHAPE CHARGE � FSC 1376- NAICS 325920 Issued Date: APR 14 2021 - Closing Date: MAY 14 2021 MARKET SURVEY � REQUEST FOR INFORMATION: This is a request for information (RFI) as part of a market survey for a �Non-Fragmenting, High-Performance Linear Shaped Charge (NFHPLSC).� The system capabilities, with associated threshold and objective requirements, are provided in the tables below.� Key performance parameters (KPPs) and key system attributes (KSAs) are annotated.� In general terms, a linear shaped charge (LSC) is desired that cuts greater than 2 inches of steel without producing hazardous fragments.� The current understanding is that there are LSCs that can cut 2 inches of steel, but produce extreme fragmentation.� There are also LSCs that do not produce fragments but are not capable of the required performance.� Responses can consist of either existing or conceptual systems.� Developmental efforts at the Technology Readiness Level (TRL) 3 or more mature can be considered.� The government is interested in information on developmental or mature systems.� The information should include performance data or projections relative to the KPPs / KSAs below.� Existing systems should have shipping (hazardous materials) authorizations already in place.� Performance is focused on the ability of the charges to cut 2 inches of steel, without producing fragments and minimizing net explosive weight (NEW).� �Cutting� is defined as penetration to a 2-inch depth in a �semi-infinite� piece of mild steel.� The target steel will be �backed�, i.e. placed on the ground.� Accordingly, cutting the steel should not count on motion into an opening to assist the performance. Fragmentation considers �injurious / hazardous� fragments at ranges equivalent to operational standoff distances appropriate for the charge NEW.� In other words, if personnel can be present at a given distance without exposure to hazardous blast / overpressure, there must not be any primary fragments at this location either.� The charges are not required to be flexible.� However, they should be capable of user-tailoring to length.� In-other-words, users should be able to safely cut the charges to length.� They must be compatible with hand-emplaced munitions best practices and capable of passing DoD Final Type Qualification (FTQ) requirements.� Desired explosive sensitivity is similar to the requirements of MIL-PRF-46676B.� Any required standoff shall be built into the charge.� Key Performance Parameters (KPPs) Table 1 KPPs # Capability Threshold Objective 1 Cutting mild steel[1] 2 inches minimum > 2 inches 2 Non-fragmenting No penetrating fragments in cardboard witness panels at safe overpressure distance. Organizations having access to demonstrated research and prototyping capabilities in this area are invited to submit literature, which describes the general approach, previous related work, and an estimate of overall costs and schedule (rough order of magnitude) in the form of a White Paper.� Testing requirements are provided as a reference to ultimate system expectations.� If testing is associated with a developmental cost and schedule estimate, please clearly identify.� Also, if a system has a demonstrated ability to withstand environmental testing, please clearly state. The White Paper should include estimated or known performance relative to the capabilities stated above.� Additional information about the form factor, construction materials and energetic compositions.� Information should also include full system descriptions and maturity information.� The Government will review the responses and assess the overall information provided. Interested organizations should respond by providing the following information as relevant or available; point of contact, address, telephone and fax numbers, email address, duns number, cage code and or tax ID number, announcement number (N0016419SNB54) as well as size category (large, small, small disadvantaged, etc) a brief summary of capabilities, description of facilities, personnel, related manufacturing experience, and existing safety approvals. Optionally, please provide any supporting information such as commercial literature, catalogues, manuals, etc. Qualified contractors will be US owned companies operating in the US.�� The trainer(s) shall be US citizens or US persons.� All trainers will be subjected to background investigations.� Qualified trainers will have demonstrated expertise in high voltage batteries and high voltage operations.� This submission may be in the form of product literature, operating instructions, and/or supplemental technical documentation that define the item(s) and associated hardware.� Potential sources should also provide any test results on the item(s) if applicable.� Submissions may be sent by any government or non-governmental entity including commercial firms, non-profit organizations, and institutions of higher education with degree-granting programs in science and/or engineering (universities), or by consortia comprising such concerns. Responses from Small and Small Disadvantaged Business firms are highly encouraged. Firms responding should indicate if they are a small business, a socially and economically disadvantaged business, 8(a) firms, historically black colleges or universities, and minority institutions. Contractors must be properly registered in the Government System for Award Management database (SAM).
