Description
The National Aeronautics and Space Administration (NASA) / Johnson Space Center (JSC) is hereby soliciting information from potential sources to develop and provide Extravehicular Activity (EVA) capability for NASA current and future missions. NASA is seeking capability statements from all interested parties, including all socioeconomic categories of Small Businesses and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI), for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for a potential xEVAS procurement. The Government reserves the right to consider a Small, 8(a), Women-owned (WOSB), Service Disabled Veteran (SD-VOSB), Economically Disadvantaged Women-owned Small Business (EDWOSB) or HUBZone business set-aside based on responses received. NASAs interest is identifying interest from Industry in the provision of commercial EVA services wherein the agency relies upon the contractor to provide the full suite of services and equipment required to perform all activities and operations required to enable EVA capability for NASAs current and future missions. NASAs use of the term commercial is not meant to be confused with the term commercial item as used in the Federal Acquisition Regulations (FAR). NASA is in the process of gathering information to make a final commercial item determination and the responses to this notice and accompanying RFI are expected to inform that decision. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released, it will be synopsized on beta.SAM.gov. Interested firms are responsible for monitoring this website for the release of any solicitation or synopsis. Additionally, NASA is seeking Industry feedback on NASAs anticipated approach to procuring EVA services, should a solicitation result. Attached to this notice is a Microsoft Word document entitled, ""80JSC21XEVAS - Attachment (RFI)"",which details the strategy the agency is currently considering and requests inputs from respondents that could influence procurements decisions to be made. Interested parties are requested to carefully read this Request for Information and submitresponses with responses to this Sources Sought Notice. All responses shall be submitted electronically via email to Christian Gaspard at cgaspard@nasa.gov no later than 12:00 p.m. (CST) on April 29, 2021. Please reference 80JSC21xEVAS in any response. This synopsis is for information and planning purposes only and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation.
