Description
THIS IS A SYNOPSIS OF PROPOSED CONTRACT ACTION in accordance with FAR Subpart 5.2. The information provided in this presolicitation notice is subject to change and is not binding on the Government. The Government has not made a commitment to procure any of the items discussed, and release of this presolicitation notice should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. Naval Special Warfare Command (NSWC), Contracting Office, Division 2 (N01C-2) intends to procure the full spectrum of Military Freefall (MFF) and Static Line (SL) Support Services under a competitively awarded five-year, multiple-award, Indefinite-Delivery Indefinite-Quantity (IDIQ) contract. The anticipated solicitation and contract award will cover all instructional, operational, organizational, and administrative tasks required to allow NSWC and other USSOCOM components to continue to provide required airborne training to personnel. The subject solicitation is expected to post on beta.sam.gov on/around 28 Apr 2021. The associated NAICS Code is 481219. The proposed contract action is for services for which the Government intends to solicit on an unrestricted or full and open competitive basis. Interested parties may identify their interest and capability by responding to this notice. However, this presolicitation notice is not a request for competitive proposals. All capabilities statements received by the closing date set forth by this synopsis may be considered by the Government. Based upon responses to this notice, any determination made for the solicitation of a proposed contract is solely within the discretion of the Government. This presolicitation notice shall not be considered as an invitation for bid, request for quotation, request for proposal, or as an obligation on the part of the Government to acquire any products or services.� Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. No contract awards will be made from this notice. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this announcement or the Government use of such information. All interested, capable, and responsible sources that would like to respond to this pre-solicitation synopsis are encouraged to provide a statement of interest along with supporting documentation to the following Government email addresses NSWK2@socom.mil, phillip.sabo@socom.mil, and christian.smith@socom.mil no later than 5:00 pm�Eastern Time on 27 April 2021. *PLEASE NOTE THIS SYNOPSIS IS SEPARATE AND DISTINCT FROM ANY ONGOING MARKET RESEARCH, SOLICITATION, AND/OR CONTRACT FOR AIRLIFT, AIRBORNE TRAINING, AND/OR MILITARY FREE FALL SUPPORT SERVICES. Amendment 1 The purpose of this amendment is to clarify the focus of the anticipated solicitation to Prime Offeror's only that meet the�draft award qualification criteria as set forth below: Tier One Qualification Criteria: The Government will evaluate the prime offeror�s ability to adequately demonstrate meeting all four (4) qualification elements of Tier One to include being a current FAA Part 135 certified carrier while owning and operating FAA Part 135 Certified fixed-wing aircraft, possessing and maintaining current DoD Air Mobility Command/Commercial Airlift Review Board (AMC/CARB) certification, actively listed on the current DoD Paratroop Commercial Operator Listing with MFF/SL capability and hold a current successful (pass) USSOCOM J31 Air inspection. In lieu of a successful MFF Inspection by USSOCOM J31, offeror(s) may submit documented evidence of requesting to schedule and Government acknowledgement of a USSOCOM J31 MFF inspection. Tier Two Qualification Criteria: The Government will evaluate the prime offeror�s ability to adequately demonstrate meeting all three (3) qualification elements of Tier Two to include being a current FAA Part 91 and/or 135 Certified fixed-wing carrier while owning and operating FAA Part 135 and/or Part 91 Certified fixed-wing aircraft, actively listed on the current DoD Paratroop Commercial Operator Listing with MFF/SL capability and hold a current successful (pass) USSOCOM J31 Air inspection. In lieu of a successful MFF Inspection by USSOCOM J31, offeror(s) may submit documented evidence of requesting to schedule and Government acknowledgement of a USSOCOM J31 MFF inspection. The information provided in this presolicitation notice is subject to change and is not binding on the Government. The Government reserves the unilateral right to make any and all revisions deemed necessary to the projected solicitation.
