Description
**UPDATED** This is a Pre-Solicitation Notice. This project will be announced as W912DR21B0011. Project Title: Bureau of Agriculture Research Center, Building 434 Renovation, Beltsville, Maryland The proposed procurement is Unrestriced, NAICS 236220 with a magnitude of construction between $1,000,000 and $5,000,000. The Government intends to solicit an Invitation for Bid (IFB) for the U.S. Department of Agriculture (USDA), at Beltsville Agricultural Research Center (BARC).�USDA BARC�have a need to relocate two (2) separate existing Poultry Quarantine operations, specifically to clear current sites for alternate use and collocate both functions to a common location. Project scope is to develop Poultry Quarantine spaces for Tom Turkeys, Hen Turkeys, Laying Hens, and Broiler Breeders, each within their own physically separated spaces, which allows controlled and separate management of relevant quarantine conditions. Purpose of quarantine is to stabilize environmental and biosecurity conditions for a duration of time before live poultry go to remote research labs. This quarantine facility will not perform any research, but assures healthy Bio-secure conditions before Poultry enter research activities. Project includes Biosecurity measures to minimize threat of viruses, and manage environmental conditions such as light, temperature, feed, and water. Project intent is to renovate an existing building located on BARC property and expand Building 434 with additions. Design includes full compliance of applicable Building Codes, regulations, and standards, ensuring programed criteria and proposed alternatives will provide an efficient Poultry Quarantine operation. The solicitation will be provided in an electronic format, free of charge on or about 26 March 2021 to beta.SAM.gov. Please note that all US Army Corps of Engineers acquisitions are considered sensitive, but unclassified documents and require users to have a valid MPIN entered in the beta.SAM.gov systems to access package. The media through which the Government chooses to issue the solicitation will be the Internet only. This solicitation will not be issued in paper. No phone or fax requestes for copy of solicitation will be accepted. Bids can be submitted after the solicitation announcement in accordance witht he instructions provided within the solicitation.
