- Request for Quotation (RFQ) Number 70Z02921QPMW085 is assigned for tracking purposes. This is a combined synopsis/solicitation for construction. This announcement constitutes the only solicitation and no other solicitation document will be issued. The USCG, Base New Orleans, has a requirement to obtain services for repair and replacement of the main waterline Coast Guard Station Freeport. Contractors must provide all personnel, equipment, tools, materials, supervision, and other items and services necessary to perform as defined in this Scope of Work�(SOW). Place of Performance: U.S Coast Guard Station Freeport 823 Coast Guard Drive Surfside Beach, TX. 77541. SCOPE OF WORK: The below was taken from the SOW and intended to provide a general description of this requirement. The Contractor shall complete all work assigned but not limited to the requirements with-in this scope listed in sub-section B. Work scope is to include, but not limited to excavating a 4 foot by 3 foot by 4 foot deep access hole, jackhammer/saw-cut through 15� width of concrete, remove 115 feet of concrete, trench 115 feet of trench, run a new water line 115 feet with new SCH 40 PVC pipe and fittings, install a faucet, retest upon completion, backfill the trench, patch back the concrete, cleanup work area, include all permits. Returning waterlines to normal operating status IAW manufactures specifications. NAICS: 221310 Small business size standard: $30.0 Evaluation Process: �The Government will award a contract resulting from this Request for Quote (RFQ) to the responsible offerer whose offer conforming to the RFQ is the Lowest Price. If it is found to be acceptable, an award will be made. If it is found to be unacceptable, the next lowest price will be evaluated. This process will continue until a technically acceptable offer is identified; not all offers will be evaluated. Proposals will be evaluated on the basis of the established criteria in the solicitation. The technical proposal shall address all of the evaluation factors listed below. Solicitation must consist of sufficient documentation to show evidence that the contractor meets ALL the requirements as specified below: 1.���������� Lowest Price. 2.����������� Construction Schedule 3.����������� Past Performance The government will evaluate the proposal on the technical criteria as either ACCEPTABLE or UNACCEPTABLE. All three factors must be acceptable to be eligible for award. Cost Proposal: Provide Firm Fixed-Price proposal. Offerors must submit an original and one copy of the proposal to Jamy Pickett. Proposal Evaluation Criteria:(1) LP (2) Construction Schedule (3) Past performance of your organization. 52.237-1: Site visit Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award. 52.204-7 System for Award Management (b) (1) An Offeror is required to be registered in SAM when submitting an offer or quotation, and shall continue to be registered until time of award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation. BUILDING CONSTRUCTION PROJECTS (does not include single family homes or apartments up to and including 4 stories). Note: Under Executive Order (EO) 13658, an hourly minimum wage of $10.80 for calendar year 2020 applies to all contracts subject to the Davis-Bacon Act for which the contract is awarded (and any solicitation was issued) on or after January 1, 2015. If this contract is covered by the EO, the contractor must pay all workers in any classification listed on this wage determination at least $10.80 per hour (or the applicable wage rate listed on this wage determination, if it is higher) for all hours spent performing on the contract in calendar year 2020.
