- Description
- Air Force Materiel Command, Air Force Life Cycle Management Center, Wright-Patterson AFB OH, intends to negotiate a sole source Firm-Fixed Price contract for seven (7) 32-bit Windows 10 LTSB laptops equipped with .net4.6 and the below specifications. The contract will be awarded to Mid-Atlantic Computer Services, Inc. Market research was previously conducted and it has been determined that this is a sole source requirement IAW FAR 6.302-1. Each of the laptops should include the following specifications as a minimum. 1. An x86 based microprocessor clocked at a minimum of 2.0 GHz. 2. At least four (4) Gigabytes (GB) of Random Access Memory (RAM). 3. A display with a minimum resolution of 1024 x 768. 4. 4. A Personal Computer Memory Card International Association (PCMCIA) drive that complies with 2.1 PCMCIA specifications. Note: If an external PCMCIA device is used, it must have a USB connection to the computer and a Serial connection to the PCMCIA card reader. 5. A PCMCIA drive that contains at least one slot capable of receiving Type I and II PCMCIA cards. 6. At least one (1) USB 2.0 port and one (1) USB 3.0 port. Note: The laptops will be used with an interface unit that will not currently work on USB 3.0 ports. 7. A CD-RW or DVD-RW optical drive. 8. A 500 GB solid state drive (SSD). 9. A 10/100 Ethernet port. 10. A power cable capable of connecting to a female NEMA 5 connector. 11. Ability to operate using 110 volts (Range 102 � 120 volts) 60 Hz (+/- 1 Hz) AC. 12. Ability to operate using no more than four (4) amps input power. 13. A maximum footprint size of 2 �� x 13 �� x 16 �� (H x W x L). 14. A battery capable of sustaining operation for a minimum of fifteen (15) minutes. 15. A USB 2.0 Male A to Male A cable with a minimum length of thirty-six (36) inches. 16. An Ethernet cable with RJ45 connectors at both ends and a minimum length of thirty six inches. The laptops should be configured with the following. 1. Be configured with Original Equipment Manufacturer (OEM) Microsoft Windows 10 Professional 32-bit Operating System (OS). Note: OEM Windows is required instead of the Standard Desktop Configuration (SDC). Note: 32-bit Windows is required instead of 64-bit Windows. 2. Be configured with .NET Framework, version 4.6. Note: The .NET Framework is embedded in the OS and may not appear in �Uninstall a Program� window. 3. A United States English keyboard (QWERTY format). The laptops should possess the following rugged certifications. 1. MIL-STD-461F 2. MIL-STD-810G 3. Ingress Protection (IP65) This is not a request for competitive proposals and no solicitation is available. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. Interested sources must respond in writing with clear and convincing evidence to support their ability to provide the required supplies/services within three (3) days of this publication. A determination by the Government not to compete this action based on responses received is solely within the discretion of the Government. Authority: 10 U.S.C. 2304(c)(1), Justification: Supplies required are available from only one or a limited number of responsible source and no other type of supplies or services will satisfy agency requirements. Market research was conducted with only one respondent able to meet the government�s needs due to the supplies being obsolete. Lt. Col. Brian Miller has been appointed as Ombudsman to hear concerns from offerors, or potential offerors, during the proposal development. The purpose of the Ombudsman is to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. Existence of the Ombudsman does not diminish the authority of the program director or the contracting officer. Accordingly, the Ombudsman does not participate in the preparation of solicitations, the evaluation of proposals or the source selection process and, therefore, for routine matters on individual solicitations, please contact the buyer at the telephone number listed herein.
