- The United States Coast Guard (USCG) intends to issue a small business concern set-aside Solicitation under full and open competition after the exclusion of sources in support of the Waterways Commerce Cutter (WCC) Program. The WCC fleet will replace the capability provided by the current fleet of Inland Buoy Tenders (WLI), Inland Construction Tenders (WLIC) and River Buoy Tenders (WLR). The anticipated Solicitation release timeline is during the 3rd Quarter of Fiscal Year 2021 under Solicitation No.70Z02321RPRT00300. The Solicitation will provide for the Detail Design and Production of up to 16 River Buoy Tender Variant cutters (WLR) and an estimated 11 Inland Construction Tender Variant (WLIC) cutters under this contract. Additionally, the Solicitation will provide for the procurement of Long Lead Time Materials (LLTM), Deep Insurance Spares, Training, and Ancillary Support CLINs. The acquisition will be conducted in accordance with FAR Part 15, Contracting by Negotiation, procedures. The WCC is a critical USCG element in the support of the national security strategy for maintaining the nation�s economic, social, environmental, and military security mission areas. The existing tenders have exceeded their service lives, present safety concerns associated with hazardous materials used in their construction, and require excessive cost and effort to achieve the missions and maintain when compared to recapitalization. The WCC Program will replace the capability provided by the aging fleet to perform missions in three main categories: (1) construction and maintenance of fixed aids; (2) repositions, replacement, and removal of river buoys based on changes in water level and river conditions; and (3) positioning and maintenance of floating Federal aids to navigation (ATON). Potential Offerors are advised that, certain technical data will be subject to the Joint Certification Program (Export Control).
