Description

COMBINED SYNOPSIS/SOLICITATION This is a combined synopsis/solicitation for commercial items prepared in accordance with the procedures contained in FAR Part 12.6, Acquisition of Commercial Items, and FAR Part 13, Simplified Acquisition Procedures, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This acquisition is for the selected contractor to provide OZONE GENERATOR MODEL CFS-28 OR Equal. Brand Name or Equal is required for this acquisition. (A) The solicitation number is 12905B21Q0019 and is issued as a Request for Quotation (RFQ). (B) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) Number 2021-05 March 10, 2021 (C) This solicitation is issued as UNRESTRICTED. The associated NAICS code is 333318. (D) List CLINS, item descriptions, quantities, and units of measure: 1 OZONE GENERATOR MODEL CFS-28 EACH (E) Description/Statement of Work/Specification: �OZONE GENERATOR MODEL CFS-28 � Delivers a maximum of 92 lb. ozone per day (~1740 grams per hour) at 6 wt% concentration from ~15 scfm (900 SCFH) oxygen with 54�F cooling water � Delivers a maximum of 67 lb. ozone per day (~1267 grams per hour) at 10 wt% concentration from ~9 scfm (540 SCFH) oxygen with 54�F cooling water � Dimensions: 1302 mm L x 872 mm W x 1450 mm H (51.2� L x 34.3� W x 57.1� H) � Weight: ~ 665 kg (~1466 lb. � The CFS-28 ozone generator can be adjusted to deliver ozone at various concentrations and production rates. Please see attached specification sheets for additional details � The ozone generator will require the following utilities: � Power (See Note 3): 400V/460V/480V, 3 phase, 50/60 Hz, 17.2 kW, 32A circuit breaker � Cooling Water: 9.7 GPM @ 40�F to 86�F, tap quality with low chlorides � Feed Gas Inlet Pressure: 35 � 116 psig (oxygen), 45 � 116 psig (air) � Feed Gas Dewpoint: -85�F or drier @ 14.7 psi � Standard Ambient Conditions: < 3280 ft elevation, < 104 deg F internal temp; < 65% avg annual RH (F) Date(s) and place(s) of delivery and acceptance: 90 Days after award USDA-ARS-PWA 9611 S. Riverbend Ave. Parlier, CA 93648 All items shall be sent FOB Destination. (G) FAR Provision 52.212-1, Instructions to Offerors-Commercial, is incorporated by reference and applies to this acquisition. Please see the attached RFQ terms and conditions for the submission requirements. (H) Evaluation: For the evaluation criteria, please see the attached RFQ terms and conditions. (I) Offerors are required to complete in full FAR Provision 52.212-3, Offeror Representations and Certifications-Commercial Items, with their offer online at SAM: www.sam.gov. �An offeror must state in their offer if they completed FAR 52.212-3 online and that is it up-to-date and valid. See the attached RFQ terms and conditions for more requirements. (J) FAR Clause 52.212-4, Contract Terms and Conditions-Commercial Items applies to this acquisition. Please see the attached RFQ terms and conditions for its Addendum. 452.211-71 Equal Products Offered. As prescribed in 411.171, insert the following or substantially the same clause in solicitations seeking offers on a ""brand name or equal"" basis to allow offerors the opportunity to clearly identify the ""equal"" item being offered, and to illustrate how that item meets the salient characteristics requirements of the Government.
