THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE AT THIS TIME. The U.S. Army Corps of Engineers (USACE), Baltimore District (NAB) requests capability statements from qualified industry partners. USACE NAB has been tasked to solicit and award a Design-Bid-Build (DBB) firm-fixed-price construction contract for the construction of a new Currency Production Facility (CPF) located in Beltsville, Maryland that will replace their existing production facilities in Washington, D.C. No reimbursement will be made for any costs associated with providing information in response to this request or any follow-up information requests; all costs associated with responding to this Notice will be solely at the responding party's expense. Responses to these sources sought announcement will be used by the Government to make appropriate acquisition decisions. The NAICS code for this acquisition is 236210 � Industrial Building Construction with a size standard of $39,500,000. The magnitude of construction is over $500,000,000. By way of this Market Survey/Sources Sought Notice, W912DR21R0023, USACE NAB intends to determine the extent of capable firms that are engaged in providing the services described hereunder. Therefore, this Notice does not constitute a Request for Proposal (RFP); it does not guarantee the future issuance of an RFP; nor does it commit the Government to contract for any supply or service. Further, USACE NAB will not accept unsolicited proposals. In accordance with Federal Acquisition Regulation (FAR) 15.201(e), responses to this Notice are not offers and cannot be accepted by the U.S. Government to form a binding contract. It is the responsibility of the interested parties to monitor this site for additional information pertaining to this Notice. PROJECT DESCRIPTION: The Department of Treasury, Bureau of Engraving and Printing (BEP) has a need for construction of a new Currency Production Facility (CPF) located in Beltsville, Maryland that will replace their existing production facilities in Washington, D.C. The project will be to construct an 850,000 square foot (sq. ft.) to 1,000,000 sq. ft. facility that will meet all storage and production needs of the BEP. Work includes the development of a 100-acre site, balanced site with secure perimeter, including standalone vehicle screening facilities and surface parking.� Project will be fully permitted by MDE at time of award. Main building is two-story steel frame construction of 1,000,000+ sq feet, including 350,000 sq ft currency manufacturing hall.� Sustainable design including rainwater harvesting, green roof and permeable pavement.� There is an integrated Central Utility Plant (CUP). Project will be turnkey, and contractor will be required to purchase and install office furniture, Audio/Visual Equipment, IT Infrastructure, Machine Shop Equipment, Lab Equipment, physical and electrical security systems.� Additional Specialty Equipment includes Automated Guided Vehicles (AGV) and Automated Storage Equipment and Laboratory Equipment and materials for Firing Range and Wastewater Treatment Plant to support production equipment. Currency Production Equipment will be Government Provided/Government Installed and arrive onsite approximately during the last 1/3 of construction.� Should the acquisition be set-aside for the 8(a) program, 8(a) firms are reminded that they need to have a bona-fide office in the geographical area of consideration where the work is to be performed as determined by the U.S. Small Business Administration. Prior Government contract work is not required for submitting a response to this sources sought notice. Interested PRIME CONSTRUCTION CONTRACTORS shall submit a narrative demonstrating their experience in Design-Bid-Build over $500,000,000 for construction projects of similar nature as described under the Project Description. Further, please include in your response, the following questions (in the exact order): 1. Firm's name, address, point of contact, phone number, email address, CAGE code and DUNS number. 2. Firm�s interest in providing a proposal on the pending solicitation once issued. 3. Experience: a. Evidence of capabilities to perform work comparable to that required for this project (e.g. management of construction of a large intelligence agency complex with strict security standards). b.�Provide three recent relevant/comparable projects (no more than ten years old). Include the project name; dollar value of the project; description of the key/salient features of the project; identify the contracting office & the customer/user (include POC information); and identify/discuss the acquisition method (e.g., sealed bid, best value), contract type (e.g., Firm Fixed Price, Fixed Price Incentive Successive Targets (FPIS), and delivery method (e.g., Guaranteed Maximum Price (GMP, Design-Bid-Build, Design-Build, Early Contractor Involvement (ECI), Construction Manager as Constructor (CMc, etc.). c. In the discussion of acquisition method, identify the advantages/disadvantages (from the contractor's and the owner's perspective) of the contract type/acquisition approach used for the representative project. Address if the project included follow-on Operations & Maintenance (O&M) of the constructed facility. Responses should address the firm's capability to construct a production facility and the associated challenges related to personnel security and construction of such a facility. 4. Regardless of delivery method, address your firm�s interest and ability to provide follow-on O&M of the completed site and facility for up to four (4) years after construction. Address your firms understand of the advantages/disadvantages for the Government if the construction contractor provided follow-on O&M for the BEP CPF project and concerns associated with providing O&M services. 5. Would you be able to provide a price for O&M services as part of a proposal submission for the construction of the facility? For estimating purposes assume a contract award. 6. Address your firm�s interest and ability to bid if Construction site parking is either not provided, of if provided, not immediately on site. 7. Identify if, based upon the scope of this project, interested firms would form a joint venture to execute this work. Provide Joint Venture information, if applicable including number and CAGE code. 8. Address the firm�s plan to include small business participation to the maximum extent practicable. 9. Firm�s Bonding Capability (construction bonding level per contract and aggregate bonding level, both expressed in dollars) via a letter from bonding company. Include any concerns associated with providing performance and payment bond for the projected contract value identified. � Narratives shall be no longer than 25 pages. Comments must be in the exact format as indicated above, and must include submitter�s name, phone number, and email address. Comments will be shared with the Government and the project design team, but otherwise will be held in strict confidence. THIS NOTICE IS NOT AN RFP. It is a market research tool being utilized to determine the availability of potential qualified contractors before determining the method of acquisition. In addition, this source sought is not to be considered as a commitment by the Government, nor will the Government pay for any information solicited or delivered.
