- SOURCES SOUGHT ANNOUNCEMENT: The Defense Counterintelligence and Security Agency (DCSA) is seeking sources for a business analytical capability able to link data, news, market research, and analytics, to identify trends, connections, supply chains, ownership, leadership, interlocking corporate relationships, financial viability, industry position, merger and acquisition activity, and identify risk in the commercial and financial community for domestic and international companies. CONTRACTING OFFICE ADDRESS: Requiring Activity/Program Office: Defense Counterintelligence and Security Agency (DCSA) Critical Technology Protection (CTP) Directorate; and Counterintelligence Directorate (CI) 27130 Telegraph Road Quantico, VA 22314 Contracting Activity: DCSA-Office of Acquisitions (AQ) 27130 Telegraph Road Quantico, VA 22314 INTRODUCTION: This is a SOURCES SOUGHT TECHNICAL DESCRIPTION to determine the availability and technical capability of small businesses (including the following subsets, Small Disadvantaged Businesses, Certified 8(a), Service-Disabled Veteran-Owned Small Businesses and Woman Owned Small Businesses) to provide the required products and/or services. DCSA�s Critical Technology Protection (CTP) Directorate, and Counterintelligence (CI) Directorate, are seeking information for potential sources of a business analytical capability able to link data, news, market research and analytics, to identify trends, connections, supply chains, ownership, leadership, interlocking corporate relationships, financial viability, industry position, merger, and acquisition activity, and identify risk in the commerce and financial community for domestic and international companies to support national security. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. CONTRACT/PROGRAM BACKGROUND: Contract Number: HS0021-17-C-0010 Contract Type: FFP Incumbent and their size: Bloomberg L.P., 20,000 employees; Bloomberg Professional Services for the Intelligence Community Method of previous acquisition: Sole source Bloomberg Finance L.P. is the sole designer and developer of Bloomberg Professional Service for the Intelligence Community, which provides aggregated and proprietary business intelligence across industries and global markets spanning 10 major sectors and more than 135 industries to provide insights into performance, thematic issues, profitability, valuation drivers, and emerging markets. Desired capability start date is October 1, 2021. Users will access this capability from U.S. government resources within the continental United States. REQUIRED CAPABILITIES: The service must provide the following capabilities to inform DCSA�s national security due diligence mission towards identifying risk associated with domestic and international private and publicly traded companies, and associated investment and ownership structures, and supply chain: Link data, news, market research and analytics, to identify trends, connections, supply chains, ownership, leadership, interlocking corporate relationships, financial viability, industry position, merger and acquisition activity, and identify risk in the commerce and financial communities, Identify corporate organizational structures; Identify persons holding positions in ownership, leadership and influence; Identify industries and technologies of associated targets and those relevant to defense, material, industrials, technologies, energy and utilities, healthcare, and financial; Provide insight into industry trends and technological innovation; Provide strategic insights to evaluate financial stability, fragility, or movement, to include, but not limited to, private equity, mergers and acquisitions, buy-outs, and divestiture details; Incorporate global private, public, academic, and government studies, publications, news, and articles into targeted results; Incorporate data and analysis on Defense program spending, to include data on programs, agencies, and product lines, and independently, spending for weapon system development; Track orders, backlogs, and expiring contacts on an annual, quarterly basis for government contracts; Ability to compare targeted companies to peers; View targeted company�s Defense contract portfolio and ability to evaluate performance relative to expectations; Vendor will provide training and assistance to the regular use of the platform for new years and subsequent to platform/capability changes; Unlimited access to analysts who monitor, track, and assess trends and predict domestic and foreign stock markets; access includes the ability to contact the analysts through a private network; Capability must not publicly or otherwise overtly identify DCSA or the federal government as the end user and/or location of the end user; Capability must be available 24 hours per day, 7 days per week, 365 days per year; and Users must be able to use U.S. government-furnished equipment, and/or private network as authorized by the U.S. government, to access the capability from anywhere in the continental United States aided only by an internet connection. SPECIAL REQUIREMENTS: Must be ISO 9001 certified. Searched information must not be retained, tracked, or made accessible to third parties. All persons supporting engagement with DCSA must be U.S. citizens. SOURCES SOUGHT: The anticipated North American Industry Classification System Code (NAICS) for this requirement is 519190 (https://www.naics.com/search/), with the corresponding size standard of $30.0 million (https://www.sba.gov/document/support--table-size-standards). This Sources Sought Synopsis is requesting responses to the following criteria ONLY from small businesses that can provide the required services under the NAICS Code. To assist DCSA in making a determination regarding the level of participation by small business in any subsequent procurement that may result from this Sources Sought, you are also encouraged to provide information regarding your plans to partnering or subcontract in order to meet each of the requirements areas contained herein. This includes responses from qualified and capable Small Businesses, Small Disadvantaged Businesses, Service Disabled-Veteran Owned Small Businesses, Women-owned Small Businesses, and 8(a) companies. You should provide information on how you would envision your company's areas of expertise and those of any proposed partner/subcontracting would be combined to meet the specific requirements contained in this announcement.
