US Department of State Representational Flatware April 14, 2021 � � � � � � � ��******PLEASE READ ENTIRE DOCUMENT AND ALL ATTACHMENTS****** BACKGROUND The Department of State provides representational Sterling Silver Flatware to United States Embassies and diplomatic missions worldwide and in doing so the Department of State furthers U.S. Diplomatic interests. The United States international relations, national interest and success are, in part, built upon the ability of our ambassadors to entertain host country nationals in our embassies and residences abroad.� In this regard, furniture, art and tableware that are provided by the Department of State to our embassies and residencies abroad represent U.S. cultural and manufacturing excellence to our host country guests.� DESCRIPTION OF THE REQUIREMENT The procurement of Sterling Silver Flatware falls under the North American Industry Classification System (NAICS) code 33912 (Silverware and Hollowware Manufacturing). The Government is seeking to identify experienced and reliable companies capable of creating a mold which includes all cuts and dyes for a silverware pattern that is comparable and compatible to our Embassy scroll and providing quality .925 silverware per the following requirements: a) DESIGN: The design will consist of high-end, fine retail quality, traditional American, American D�cor flatware for the Department of State (DOS). The requirement/specification include: 1. High quality of sterling silver available as prescribed by law (.925) 2. Spoons and forks be free of sharp edges 3. Pieces finish be �bright butler� 4. ALL STERLING SILVERWARE MUST BE MADE IN THE USA (At this time we are NOT looking for silver plated, must be sterling silver) b). MOLDS (Pattern, tools, cuts, and dyes): All tools, cuts, molds, and dyes including our pattern that is created are the sole property of the US Government indefinitely. No commercial use allowed of our pattern, tools, cuts, dyes, and molds. The company would own no part of the pattern or cuts /dyes/molds for the lifespan of the contract and thereafter, all remaining property of US Department of State. We are looking for a silversmith company to provide us a pattern comparable and compatible to our current Embassy scroll pattern (attached document). A mold will need to be made for each piece listed in the chart ATTACHED. SUBMITIALS *READ ALL ATTACHED DOCUMENTS PRIOR TO SUBMITTING RESPONSE* In your capabilities statement please provide: Company name, company POC (Name, email, and phone number), background information on company, how many years in the silversmith business, DUNS number, if active in SAM System for Awards Management. Please indicate if your company is a small or large business (and if it falls under any other socioeconomic category), please list USA address of plant used to produce fine silverware, and the filled out price sheet above. Please confirm in a written and signed statement that your company can provide sterling silverware produced in the United States of America. *Please send capabilities statement to US Department of State Contracting Officer Charlotte Cameron, CameronCR@state.gov by no later than April 23rd 2021 5pm EST Eastern Standard Time.
