- This is a Sources Sought Notice. This is NOT a solicitation for proposals, or quotations. The purpose of this notice is to obtain knowledge and information for project planning purposes. BACKGROUND The Community Health Representatives (CHR) Program was established in 1968, under the 1921 Snyder Act (25 U.S.C. 13). CHRs are frontline public health workers who are trusted members of the community with a close understanding of the community, language, and traditions. CHRs serve as a link between the clinical setting and the community to facilitate access to services and improve the quality and cultural competence of service delivery. They assist by increasing health knowledge of patients and communities through a broad range of activities such as access to care, outreach, community education, informal counseling, social support, and advocacy. The National IHS CHR Program provides training, and technical assistance to tribal CHR programs to address the health care needs through the provision of community-oriented health services. There is an estimated range of 400 to 1,200 CHRS representing over 250 tribes in all 12 IHS Areas. Currently the National CHR Program provides Basic and Refresher CHR courses to para-professional community health representatives. All basic courses and refresher courses include certificates of completion after the user completes the courses and/or identified modules. Current users have the ability to participate in self-directed web-based education 24/7. RESPONSE INFORMATION This RFI is requesting information for on-line, off-the-shelf training activities for Community Health Workers (CHWs) identified in Tribal communities as CHRs to complete basic para-professional CHW/CHR and refresher courses with the ability to download certificates of completion after the user completes the courses and identified modules. Data must be monitored and tracked within the packaged Learning Management System (LMS) with full reports accessible by the agency. The ability to print CE certificates that are agency specific may be necessary. IHS will provide a hard copy of pre-existing CHR training modules for reference. Updated and new CHW/CHR modules are required to supplement pre-existing CHR modules. CHW/CHR modules are required to be in alignment with the Community Health Worker Core Consensus C3 Project recommended 10 roles and 11 competencies. Users shall be able to participate in self-directed web-based education available at all times so that staff may access at their leisure, from home, or work. Contractor must provide a certificate of completion listing out CHW/CHR competencies and topics. The Community Health Worker Core Consensus C3 project is a requirement for modules/courses on knowledge competencies and skills, in addition to IHS required modules. INSTRUCTIONS TO INDUSTRY All capable small businesses are encouraged to respond. Responses must directly demonstrate the company�s capability, experience, and ability to marshal resources to effectively and efficiently perform the tasks stated above. Generic capability statements are not sufficient and will not be considered compliant with the requirements of this notice. The Government requests interested parties submit a written response to this notice which includes: Company point of contact, mailing address, telephone number(s), and website address; If any, existing contract solutions by the company such as - Federal Supply Schedules contract, or Best in Class (BIC) contracts; Socio-economic category DUNS � Your relevant commercial pricing information, e.g., Monthly subscription prices, annual perpetual licensing prices. Any costs that are not included in the rates above, e.g., installation, configuration, integration, training, maintenance, upgrades, hosting. Disclaimer and Important Notes. This notice shall not obligate the Government to award a contract. Any information provided by industry to the Government as a result of this sources sought notice is strictly voluntary. Responses will not be returned. No entitlements to payment of direct or indirect costs or charges to the Government will arise as a result of contractor submission of responses, or the Government's use of such information or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization�s qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, combined synopsis solicitation may be published on a Government Point of Entry (GPE). Furthermore, responses to this notice will not be considered adequate responses to a solicitation. Confidentiality. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).� How to respond.
