- Description
- Request for Information Army Enterprise Application Modernization and Migration to Commercial Cloud Requirement Army Enterprise Cloud Management Agency (ECMA) 1. Description The Army requires an Enterprise scale contractual vehicle or agreement to modernize and migrate Army applications/systems (henceforth referred to as applications) and data into commercial cloud environments. This work includes performing deep application assessments and modernizing and migrating applications into DoD authorized Impact Level (IL) 2,4,5 and 6 commercial cloud environments. The application assessments shall allow the Army to make an intelligent business decision as to whether and how to refactor, replatform, recode or replace each application to best meet mission requirements. Once the Government decides on a modernization strategy for a particular application, the contractor shall execute the strategy to modernize and migrate the application into the commercial cloud. For planning purposes, the contractor shall assume the Army will modernize and migrate to commercial cloud between 50-150 applications each year. The scope of this effort also includes optional capabilities to operate and continually enhance Army Applications once they have migrated into the cloud. THIS RFI IS ISSUED FOR INFORMATION AND PLANNING PURPOSES IT DOES NOT CONSTITUTE A REQUEST FOR PROPOSAL (RFP) OR A PROMISE TO ISSUE AN RFP IN THE FUTURE. THIS RFI DOES NOT COMMIT THE ARMY TO CONTRACT FOR ANY SUPPLY OR SERVICE WHATSOEVER. 2. Background 2.1. Armys Need In accordance with the Armys Cloud Plan, the Armys ability to master the application of cloud computing is a critical enabler in the pursuit to operationalizing data. As such, the Army requires an Enterprise scale capability to modernize and migrate applications and data into commercial cloud. The preponderance of Army applications will migrate into cARMY, which is the Armys Enterprise Cloud Environment, managed by Headquarters Department of the Army (HQDA)/Office of the Chief Information Office (OCIO) Enterprise Cloud Management Agency (ECMA). cARMY currently offers authorized and operational common shared services in Amazon Web Services (AWS) and Microsoft Azure at Department of Defense (DoD) Information Impact Level (IL) 2, 4 and 5, with contracts/plans in place to develop common shared services at IL 6. Exceptions to migrating into cARMY will be considered by the Army when there is a strong business case to do so, an example of which might be through use of a Software as a Service (SaaS) offering not available in cARMY. Prior to migrating into cARMY or any commercial cloud, applications must be modernized, using Cloud Native Design principles, to take advantage of the full benefits of commercial cloud. 3. Capability Statement 3.1. Company Information (1 page maximum) Please provide the following information: 1. Company Name: 2. Commercial and Government Entity (CAGE) Code: 3. Address (Including Telephone Number and Email Address): 4. Points of contact: 5. Size of business pursuant to North American Industry Classification System (NAICS) Codes: NAICS Code NAICS Code Description Size Standard 518210 Data Processing, Hosting, and Related Services $35M 541511 Custom Computer Programming Services $30M 541512 Computer Systems Design Services $30M 541519 Other Computer Related Services $30M 6. Based on the above NAICS Codes, state whether your company is: a. Small Business (YES/NO) b. Woman Owned Small Business (YES/NO) c. Small Disadvantaged Business (YES/NO) d. 8(a) Certified (YES/NO) e. HUBZone Certified (YES/NO) f. Veteran Owned Small Business (YES/NO) g. Service-Disabled Veteran Small Business (YES/NO) 7. Describe your companys primary business product / service line. 8. Detail any existing DoD or GWAC contract: (a)in which your company is currently a prime vendor, (b) that you believe would be relevant to this requirement, and (c) includes adequate labor categories to execute this requirement 4. Application/System Modernization and Migration to Commercial Cloud Capability (4 Page Maximum) Possible NAICS Codes: a. 518210 - Data Processing, Hosting, and Related Services b. 541511 - Custom Computer Programming Services c. 541512 - Computer Systems Design Services d. 541519 Other Computer Related Services Potential Labor Categories: Cloud Architect, Cloud Engineer, Software Developer, Software Architect, DevOps Engineer, Cybersecurity Engineer, Software Engineer, and Test Engineer The government seeks industry feedback on several questions/topics related to a potential solicitation for an Army Enterprise Scale Application Modernization and Migration to commercial cloud capability. For context, a DRAFT Statement of Objectives (SOO) is also provided with this RFI. Please note that the government is still determining the acquisition strategy and best path forward, therefore, this RFI is solely for market research and market intelligence. Please limit your response to no more than 4 pages, single spaced, using no smaller than Arial 12-point font, not including the title page. 1.
