Request for Information Army Enterprise Application Modernization and Migration to Commercial Cloud Requirement Army Enterprise Cloud Management Agency (ECMA) 1.� Description The Army requires an Enterprise scale contractual vehicle or agreement to modernize and migrate Army applications/systems (henceforth referred to as �applications�) and data into commercial cloud environments. This work includes performing deep application assessments and modernizing and migrating applications into DoD authorized Impact Level (IL) 2,4,5 and 6 commercial cloud environments.� The application assessments shall allow the Army to make an intelligent business decision as to whether and how to refactor, replatform, recode or replace each application to best meet mission requirements.� Once the Government decides on a modernization strategy for a particular application, the contractor shall execute the strategy to modernize and migrate the application into the commercial cloud.� For planning purposes, the contractor shall assume the Army will modernize and migrate to commercial cloud between 50-150 applications each year. The scope of this effort also includes optional capabilities to operate and continually enhance Army Applications once they have migrated into the cloud.� THIS RFI IS ISSUED FOR INFORMATION AND PLANNING PURPOSES � IT DOES NOT CONSTITUTE A REQUEST FOR PROPOSAL (RFP) OR A PROMISE TO ISSUE AN RFP IN THE FUTURE. THIS RFI DOES NOT COMMIT THE ARMY TO CONTRACT FOR ANY SUPPLY OR SERVICE WHATSOEVER.��� 2.�� Background 2.1.� Army�s Need In accordance with the Army�s Cloud Plan, the Army�s ability to master the application of cloud computing is a critical enabler in the pursuit to operationalizing data.� As such, the Army requires an Enterprise scale capability to modernize and migrate applications and data into commercial cloud.� The preponderance of Army applications will migrate into cARMY, which is the Army�s Enterprise Cloud Environment, managed by Headquarters Department of the Army (HQDA)/Office of the Chief Information Office (OCIO) Enterprise Cloud Management Agency (ECMA).� cARMY currently offers authorized and operational common shared services in Amazon Web Services (AWS) and Microsoft Azure at Department of Defense (DoD) Information Impact Level (IL) 2, 4 and 5, with contracts/plans in place to develop common shared services at IL 6.� Exceptions to migrating into cARMY will be considered by the Army when there is a strong business case to do so, an example of which might be through use of a Software as a Service (SaaS) offering not available in cARMY. Please describe your organization�s ability and approach to provide deep application assessments as described in Objective 1 in the accompanying SOO. 2. Please describe your organization�s ability to provide Enterprise scale Application Modernization and Migration support using Agile/Development Security and Operations (DevSecOps) principles as described in the accompanying SOO.� Please provide examples, where possible, of your organization�s successful execution of similar modernization and migration efforts of this scope/scale. 3. Please provide demonstrable examples of and the process by which your company incorporates Human/User Experience design principles within software development.� 4. Please describe your organization�s experience and available industry practices to employ continuous outreach to customers and continuous integration of feedback to ensure customer satisfaction with application operations as described in Objective 3 in the accompanying SOO. 5. Please describe your preferred contract type for each Objective (e.g., Firm-Fixed Price, Time and Materials, etc.) and rationale for each type. 6. Please identify any risks and potential mitigations, or concerns with the DRAFT SOO attached with this RFI.� Additionally, please identify relevant metrics that align with risk surveillance and continuous mitigation consistent with a DevSecOps development approach. 7. Please describe how your company can recruit, hire, and retain the necessary talent to meet ECMA�s mission. Include any specific certifications, skillsets, and unique roles. State the average time it takes your company to staff similar requirements given your resource pool. Additionally, describe an optimal and minimal staffing plan, clearly identifying key/critical staff positions (with associated labor categories) to meet mission requirements. 8. Please describe your company�s approach to knowledge transfer and transition of the application after modernization and migration is completed. 9. Do you have a facility clearance for DoD Impact Level (IL) 6 work and Functional Secret Internet Protocol Router (SIPR) Workspace where you could execute all work in the draft SOO that requires a cleared space? 10. Please identify which contract/agreement type you believe would best fit this requirement, which includes rapid turn (e.g., within weeks, not months) awards by applications owners, and why?� (e.g., Basic Ordering Agreement, Multiple Award Indefinite Delivery, Indefinite Quantity Contract, Single Award, Multiple Award) 5.� Follow-on Discussions Respondents are advised that the U.S. Government is under no obligation to provide feedback with respect to any information submitted. Army representatives may or may not choose to meet virtually with interested vendors. Such discussions would only be intended to get further clarification of potential technical capability to meet the requirements and any risks. 6.� Response Guidelines Interested parties are requested to respond to this RFI with a capability statement. Submissions cannot exceed 5 pages, single-spaced, no smaller than Arial 12-point type with at least one-inch margins on 8 1/2� X 11� page size. The capability statement and any other items associated with the RFI response should not exceed a 5 MB email limit. Responses must specifically answer the questions set forth in Section 3 and describe the contractor�s capability to meet the requirements outlined and problems set forth in this RFI. No �sales pitch-like� white papers will be accepted or read.
