Description
This is a request for proposal (RFP) for the General Services Administration, Public Buildings Service, Region 8, Mountain Plains Service Center. The information provided in this notice is a basic overview of the project requirements and solicitation documents. Offerors should reference the attached documents for a complete description of the requirement and solicitation documents. Summary of Anticipated Scope:� The General Services Administration (GSA), Public Buildings Service (PBS) Region 8 (also referred to as ""Region 8"") requires construction services for the repairs, alterations, improvements, and renovations of an existing structure and site location off Old US 281 near the Canadian border in Dunseith, ND. The goal of the project is to relocate the existing trailer from the east side of Highway 281 to the west side of the Highway. The work requires the contractor to furnish all necessary materials, labor, equipment, parts, tools, installation, transportation, demolition, disposal, etc. (except as may otherwise be provided for in the specifications). The construction may require multiple types of activities to implement the design program, such as the following: site work; relocation of the existing trailer; repair of any damages that occur to the structure at the new location; plumbing, electrical, and mechanical hook ups; and construction of a parking area. Attached is a Construction Scope of Work for the APHIS Trailer Relocation with more details on the requirement. Contract Type:��The anticipated type of contract is a firm-fixed price type contract. The project method of delivery is a design-bid-build program. A design and specifications have been developed for the construction activities and is available upon request and completion of the attached Request for Controlled Unclassified Information form. NAICS:��The NAICS code for this procurement is 236220, Commercial and Institutional Building Construction, with a size standard of $39.5 million. Subcontracting:�In accordance with FAR 52.219-14, contractors must perform at least 15 percent of the cost of the contract. Set-Aside:��The Government has set aside the requirement for small business concerns. RFP and Project Milestones: Issuance of Solicitation:� 04/15/2021 Proposals Due:� 05/16/2021 no later than 12:00 a.m. Mountain Time Contract Award:� 06/07/2021 Projected Start of On-Site Construction Activities / Mobilization: 06/21/2021 Substnatial Completion:� 10/18/2021 Note: The project schedule after the contract award and notice to proceed are negotiable. The milestones provided above after contract award are given only to provide a general reference of the anticipated period of performance. Document Availability:��All content for the solicitation is available for electronic download from the Contract Opportunities domain on the System for Award Management at https://beta.sam.gov.�The download is available at no charge. Information on Proposal Submission:��The Government will use source selection procedures in FAR Part 15 to evaluate proposal packages. Specifically, the Government will use the best value continuum concept and lowest price technically acceptable. The Government�will evaluate past performance on similar projects to determine the technical acceptability of the proposal. The Goverment may also evaluate any and all past performance information the Government becomes aware of (whether or not before or after the deadline for intiial offers and whether or not the sources are provided by the offeror) to determine technical acceptability of the proposal. The Government reserves the right to make awards without discussions. Therefore, offerors should submit proposals that are acceptable without additional explanation or information as the Government may evaluate and make a final decision for award solely on the basis of the initial proposal submitted by offerors. Furthermore, the Government may determine the acceptability of a proposal based on the initial proposal submitted by offerors. Offerors are required to submit a technical proposal package and a price proposal package. The Government may establish a competitive range comprised of the most highly rated proposals. The competitive range may also exclude highly rated proposals that may otherwise be included in the competitive range if it is necessary to achieve efficiency in competition among the most highly rated proposals. The Government may establish a competitive range of one to enter into negotiations with the apparent successful offer. The government will award a contract resulting from the solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, based on the lowest total evaluated price that meets the standards of technical acceptability. Technical Volume:� Offerors must submit past performance reference�through either completion of the attached past performance questionnaire or CPARS. In the determination of meeting the standard for technical acceptability, the Government may consider all available past performance information, even if such information is not provided by the Offeror. Price Volume: The Government requests pricing submitted in a CSI format. A general template has been provided as an attachment to this Solicitation. It is highly encouraged that offerors provide any support documentation as part of pricing. The Government reserves the right to requests additional support documentation for pricing, such as subcontractor/supplier quotes. Performance and Payment Bonds:��In accordance with FAR subpart 28.102-1, performance and payment bonds will be required for this design-build effort. A bid guarantee will be required as part of the proposal. Offerors must submit the bid guarantee on the Standard Form 24 Bid Bond. Requests for Information:��Interested contractors are encouraged to submit any requests for information directly to the Government points of contact shown in this notice. Please be aware that the Government may not respond to requests after the deadline identified in the attached solicitation documents.
