- THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. Reference#: Solicitation Number N00244-21-R-0034. Naval Supply Systems Command (NAVSUP) Fleet Logistics Center San Diego (FLCSD) intends to award a firm fixed price contract under the authority of FAR 6.302-1(a)(2)(i)(A), only one source being available to meet the Government�s needs, to: Rocky Mountain Scientific Laboratory, LLC 8120 Shaffer Parkway Littleton, CO 80127-4107 The North American Industry Classification System (NAICS) code for this requirement is 541380; the business size standard is 16.5 (millions of dollars). The objective of this sole source award is to issue a Single Award Indefinite Delivery Indefinite Quantity (IDIQ) contract for energetic materials testing data in support of US Navy and Defense Threat Reduction Agency (DTRA) programs which are developing unique warheads with enhanced lethality. The testing is designed specifically for NPS and is not available to the general public. The specific testing and phasing required for the materials generates a sole source environment for this particular procurement. Rocky Mountain Scientific Laboratory, LLC has been providing the phased testing for the previous three contracts and will be required to generate a new set of tests, coupled with the historical testing data established in the previous contracts. Over three hundred tests were performed in these prior contracts; the historical data, as well as new data collected under the contract, would be incompatible and thus entirely useless to the Government if award was made to a contractor other than Rocky Mountain Scientific Laboratory. This notice of intent is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to provide the licenses and proof as being an authorized distributor of the product. Capability statements shall not exceed 10 (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order. Capability statements are due by 11:00 AM Pacific Standard Time (PST), April 26, 2021.
