Description
15 April 2021 - This amendment is posted to notify industry that the final RFP is estimated to be released by 30 April 2021.� Additionally, the MDA is no longer considering a tiered acquisition approach as shown in the previous draft RFP.� There are no other changes in this revision. 31 March 2021 - This draft RFP amendment is posted to provide an updated Section L (Paragraphs 1.3, 7.5, and 10.8) and Section M (Paragraphs 2.6, 2.7, and 4.4) regarding the facility clearance and tiered evaluation process.� This amendment also provides an updated EPW, which incorporates minor administrative changes.� Please provide comments/questions to the Government no later than Monday, April 5, 2021, via the TN-ADMIN Draft-RFP Industry Comment Matrix.� All documents provided in this amendment are available by request only.� Any request that does not include the DUNS/CAGE Code will be rejected.� There are no other changes in this revision. 18 February 2021 - This draft RFP amendment is posted to provide access to the full offeror's library.� It was brought�to the Government's attention that some of the links originally provided in the Offeror's library were not able to be accessed by all interested parties.� All Offeror's Library documents are now available by request in one document.� However, please note that any request that does not include DUNS/CAGE Code will be rejected.� You can contact the Federal Service Desk for more information about having your DUNS/CAGE Code added to your profile.� This draft RFP revision does not change the previously estimated final RFP date, nor does it extend the deadline for draft RFP questions.� There are no other changes in this amendment. 22 January 2021 - 1. This pre-solicitation notice is posted in accordance with FAR 5.204. The Missile Defense Agency (MDA) intends to issue a solicitation to procure Administrative services that consist of office administration and protocol services provided throughout the Missile Defense Agency and the programs supporting the Ballistic Missile Defense System (BMDS). This support includes providing a full range of administrative assistance and support to SES/Flag Officer, O-6 Military and GS15/NH-IV civilians, and protocol assistance planning, coordinating, and executing agency conferences, meetings and ceremonies. 2. This requirement will be solicited as a Women-Owned Small Business (WOSB) using source selection procedures in FAR Part 15. The North American Industry Classification System (NAICS) code for this acquisition will be 541611 (Administrative Management and General Management Consulting Services) with the Small Business Size Standard of $16.5 Million. It is anticipated that award will result in a single, Cost-Plus-Fixed-Fee (CPFF) contract for a base period of three (3) years and two (2), one-year options, and one 6-month option. This requirement will use best value trade off procedures in determining the successful offer. The places of performance primarily include National Capital Region (NCR); Dahlgren, VA (DHL); Huntsville, AL (HSV); Colorado Springs, CO (COS); Vandenberg AFB, CA; Fort Greely, Alaska. 3. It is anticipated that the solicitation will be posted to the beta.SAM.gov website at: https://beta.sam.gov/ on or about 60 days from the date of this pre-solicitation notice. The closing date of the solicitation will be 30 days from the posting date. 4. Offerors interested in submitting a proposal after the solicitation is posted to beta.SAM.gov are responsible for downloading their own copy of the solicitation from the website and frequently monitoring the site for any amendments.� MDA will not directly send Offerors the solicitation or any amendments.� It is the interested Offeror's responsibility to check this website periodically for updates.� If you are interested in saving searches, following contract opportunities, requesting secure documents or signing up for an Interested Vendor List, you will need a login.gov account in beta.SAM.gov.� A bidders� list will not be maintained by this office, but interested companies are requested to sign up on the �Interested Vendor List� in beta.SAM.gov. When a solicitation is issued, failure to respond to the electronically posted solicitation and associated amendments prior to the date and time set for receipt of proposals as stated in the solicitation, may render the proposal non-responsive and result in rejection of the same. The release of this synopsis and issuance of the RFP, when posted, is not a commitment by the Government to award a contract.� The Government will not pay any costs incurred by a potential Offeror as a result of the posting of this synopsis or the release of the RFP, when posted.� Businesses interested in submitting proposals must be registered in the System for Award Management (SAM) system in accordance with FAR 4.1102.� SAM is available at https://sam.gov/SAM/. 5. The Government intends to hold one-on-one meetings with industry covering the Administration solicitation. These meetings will be limited to 30 minutes and will be held via Skype or teleconference. Please submit a request NLT close of business on February 02, 2021 at TN-ADMIN@mda.mil to request a session with your company. The Government prefers to meet with prime Offerors only. Questions and MDA responses to questions asked during the one-on-one meetings will be posted on beta.SAM.gov. Any questions must be emailed to:�TN-ADMIN@mda.mil no later than January 29, 2021. To gain access to the documents that are provided as part of the DRFP, a potential offeror shall request access to each document through beta.SAM.gov. �Only requests that include DUNS/CAGE Code will be approved.
