- *SYNOPSIS ONLY* The Department of Energy/Western Area Power Administration (WAPA) intends to negotiate on a single source basis with Gregory Associates, Inc., under the authority of FAR 13.106-1(b)(1), Soliciting From a Single Source, for instructor-led training, assessment center development, and consultation services in order to meet a commitment to the WAPA Inclusion and Diversity initiatives by creating a fair and unbiased competitive entry assessment process to WAPA�s leadership programs. WAPA�s goal is to enhance the overall Leadership Acumen of the next wave of potential SES and Vice President candidates by focusing on the GS-13 and GS-14 employee population. A complete description of the requirements can be found in the attached Statement of Work. The Government intends to acquire commercial services using the provisions, clauses, and procedures prescribed in FAR Part 12 and FAR Part 13. Market Research has proven less than adequate in finding other vendors that possess experience both in assessment center type creations (i.e. Industrial Organizational Psychologist) as well as training on how to use the information developed.�� The North American Industry Classification System (NAICS) code for this acquisition is 611430, and the size standard is $12.0M. The period of performance is for these services is expected to run through fiscal years 2021 and 2022. This notice of intent is not a competitive Request for Quotation (RFQ). No solicitation package will be publicly issued. In accordance with FAR 5.207, all responsible sources may submit a bid, proposal, or quotation, which shall be considered by the agency. However, a determination by the Government whether to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received from all responsible sources will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. If WAPA identifies no other capable sources by April 22, 2021, WAPA will issue a firm-fixed price purchase order on or about May 3, 2021 to Gregory Associates, Inc. Interested parties may identify their interest and capability to respond to the requirement, in writing, no later than the response date. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement.
